Jhpiego is seeking a Senior Project Manager for the ACHIEVE project to provide overall strategic technical and operational leadership for maternal newborn and child health (MNCH) interventions across selected districts of Sindh including Tando Allah Yar Matiari and Mirpurkhas. The Sr. Project Manager will ensure high-quality implementation of project activities aimed at improving newborn and child health services including strengthening the readiness quality and functionality of secondary-level health facilities and Special Newborn Care Units (SNCUs). The role will ensure alignment with Government of Sindh priorities U.S. Department of State (DoS) strategies donor requirements and global best practices while providing effective team leadership and ensuring timely achievement of project results.
The Sr. Project Manager will serve as the primary point of contact with donors government counterparts and key stakeholders ensuring close coordination between technical programmatic and operational teams.
Responsibilities
- Provide overall operational leadership for the ACHIEVE project ensuring timely and high-quality achievement of project objectives outcomes and deliverables.
- Oversee the design refinement and operationalization of integrated MNCH intervention packages based on co-creation workshops district consultations and facility-level assessments.
- Lead planning implementation and adaptive management of MNCH interventions including EmONC/BEmONC/CEmONC neonatal care referral systems blood transfusion services quality improvement (QI) and monitoring evaluation and learning (MEL).
- Ensure all project interventions are fully aligned with Government of Sindh priorities Department of Health strategies Department of States requirements national and international guidelines and global best practices.
- Provide direct supervision mentorship and performance management to program and district coordinators and project staff to ensure strong programmatic delivery.
- Lead development implementation and regular review of annual workplans budgets procurement plans and activity schedules in close coordination with technical finance and operations teams.
- Strengthening government ownership and sustainability through joint planning review meetings capacity-building initiatives and transition planning.
- Ensure establishment and effective functioning of quality improvement governance mechanisms at facility and district levels.
- With close coordination with Technical Director and team promote data-driven decision-making through regular review of MEL data dashboards and learning products and ensure timely corrective actions.
- With close coordination with Technical Director and team ensure timely accurate and high-quality technical programmatic and donor reporting in line with Jhpiego and donor requirements.
- Identify manage and mitigate programmatic operational and contextual risks that may affect project implementation.
- Ensure compliance with Jhpiego policies donor regulations and contractual obligations.
- As per need represent Jhpiego in provincial technical working groups coordination forums and high-level meetings related to MNCH and EmONC.
- Foster a culture of collaboration accountability learning and innovation across the project team.
- Perform any other duties as reasonably assigned by Jhpiego senior management or Baltimore-based teams in support of project objectives.
Required Qualifications
- Advanced degree in a health-related field (MBBS FCPS Nursing or equivalent) with a Masters in Public Health Health Systems or a related discipline.
- At least 910 years of progressively responsible experience in MNCH programming with demonstrated leadership of large-scale health projects.
- Strong understanding of MNCH Health system of Sindh.
- Strong experience managing USAID-funded or other donor-funded health programs.
- Demonstrated experience working with provincial and district government health departments in Pakistan.
- Proven leadership and people management skills including supervising multidisciplinary teams.
- Strong technical understanding of MNCH EmONC/BEmONC/CEmONC services health systems strengthening and quality improvement.
- Excellent oral and written communication skills in English and Urdu basic understanding of Sindhi language is a plus.
- Strong analytical problem-solving and decision-making skills.
- Ability to travel frequently to project districts.
