Duties and Responsibilities (Pay Band A)
- *Serves as an HR Specialist in the Administrative/Fiscal Office for the Shidler College of Business responsible for reviewing and processing the Colleges human resources transactions and administering other personnel functions.
- *Responsible for a full range of administrative/fiscal support services for the Shidler College of Business.
- *Receives HR-related forms hiring packets correspondence and reports via incoming mail hardcopy and electronically. Reviews and ensures proper action is taken.
- *Reviews and audits personnel documents for compliance with applicable University of Hawaii (UH) Research Corporation of the University of Hawaii (RCUH) state federal contract rules and regulations.
- *Gathers and maintains a comprehensive database of all personnel actions and assists the fiscal administrator in coordinating all fiscal/administrative matters.
- *Responsible for receiving and distributing payroll checks and payroll related documentation.
- *Responsible for Business Office approval of all student employment transactions for the Shidler College of Business. Serves as the department liaison between Student Employment and the College.
- *Works closely with departments to provide guidance on necessary supporting documentation and processing of HR and other personnel transactions. Conducts training sessions as needed to keep faculty and staff up to date on new systems processes and requirements.
- *Responsible for the records management maintenance control and organization of HR/Fiscal Office document files and records.
- *Provides customer service support to Shidler employees for questions related to payroll benefits administration leave requests employment verification housing applications immigration applications and/or any other HR-related matters.
- *Gathers data for the preparation of annual budgetary requirements.

Duties and Responsibilities (Pay Band B)
- *Serves as an HR Specialist in the Administrative/Fiscal Office for the Shidler College of Business responsible for the management and administration of the Colleges personnel and fiscal functions.
- *Formulates and/or recommends internal personnel procedures and practices. Exercises discretion and technical analyses to a variety of HR/fiscal management or related issues.
- *Uses judgment and creativity in determining approaches to resolve unique HR/fiscal problems. Formulates recommendations and advises on best approaches to handling situations.
- *Responds to inquiries and provides information to faculty and staff on personnel matters by interpreting UH policies bargaining unit contracts and other printed/web-based material from various central UH offices (e.g. Office of Human Resources Payroll Faculty and Scholar Immigration Services etc.)
- *Independently performs complex assignments in the areas of personnel and/or fiscal involving application of standard UH policies and regulations and in alignment with widely accepted methods and practices.
- *Responsible for carrying out special projects and tasks in the administration of HR-related assignments including but not limited to classification and compensation recruitment and selection employee benefits labor relations staff development and training and HR records management.
- *Resolves personnel and fiscal matters in accordance with current policies procedures and directives.
- *Serves as a resource to review appointments and employment forms to ensure that appropriate forms are submitted and ensure completeness accuracy and compliance with federal state UH union and agency specific policies and procedures.
- *Generates and processes personnel transactions for all employees in the College. Ensures accuracy compliance and determines appropriateness in relation to applicable federal state university policies & procedures and collective bargaining agreements. HR transactions at the Shidler College of Business include UH faculty staff lecturers graduate students non-compensated appointees hired through PeopleSoft student assistants hired in Student Employment (SECE) and Research Corporation of the University of Hawaii (RCUH) employees through HR AMP.
- *Reviews and reconciles pay ledgers to ensure appropriate use of funds and in accordance with budgeted allocations. Processes personnel actions and salary transfers as necessary.

Minimum Qualifications (Pay Band A)
- Possession of a baccalaureate degree in Business Administration Arts Social Science Arts and Humanities Science or related field and 0 year(s) of progressively responsible professional experience with responsibilities for business administration; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
- Functional knowledge of principles practices and techniques in the area of business administration human resources management or a related field demonstrated by knowledge understanding and ability to apply concepts terminology.
- Functional knowledge and understanding of principles theories federal and state laws rules regulations and systems associated with business administration human resources management or a related field.
- Demonstrated ability to recognize problems identify possible causes and resolve the full range problems that may commonly occur in the area of business administration human resources management or a related field.
- Demonstrated ability to understand oral and written documentation write reports and procedures and communicate effectively in a variety of situations.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team members and individuals.
- Demonstrated ability to operate a personal computer apply word processing and electronic spreadsheet software.

Minimum Qualifications (Pay Band B)
- Possession of a baccalaureate degree in human resource management business administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for human resources or business administration; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
- Considerable working knowledge of principles practices and techniques in the area of human resources or business administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with human resources or business administration.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
