Job Summary

Introduction

The Public Service Commission(PSC or Commission) regulates public utilities and certainpassenger transportationcompanies doing business in Maryland. The Commission regulates gas electrictelephone water and sewage disposal companies. Also subject to thejurisdiction of the Commission are electricity suppliers fees for pilotageservices to vessels construction of a generating station and certain commoncarriers engaged in the transportation for hire of persons.

The PSCs jurisdiction extendsto taxicabs operating in the City of Baltimore Baltimore County Cumberlandand Hagerstown.

The categories of regulatedpublic service companies are listed below: electric utilities; gasutilities; combination gas andelectric utilities; telecommunications companies; water and water and seweragecompanies; passenger motor vehicle carriers (sedans limousines and buses); railroadcompanies; taxicab companies; and other public service companies.

The Commission is empowered tohear and decide matters relating to: (1) rate adjustments; (2) applications toexercise or abandon franchises; (3) applications to modify the type or scope ofservice; (4) approval of issuance of securities; (5) promulgation of new rulesand regulations; and (6) quality of utility and common carrier service.

Public Utility Auditor Lead/Advance - Grade 18

MINIMUM QUALIFICATIONS

Public Utility Auditor IV

Education: A Bachelors degree in Accounting or otherbusiness related field from an accredited college or university with 30 credithours in accounting and auditing.

Experience: Two years ofprofessional experience in accounting or auditing with a public utility companyor utility regulatory agency.

Notes:

1. Candidates may substituteexperience in general accounting and auditing at the rate of two years ofgeneral accounting and auditing experience for one year of the requiredexperience.

2. Candidates may substituteU.S. Armed Forces military service experience as a commissioned officer in taxexamining classification or tax examining specialty codes in the accounting andbudget group field of work on a year-for-year basis for the required experienceand education.

Public Utility AuditorLead/Advance

Education: A Bachelors degree in Accounting or otherbusiness related field from an accredited college or university with 30 credithours in accounting and auditing.

Experience: Three years ofprofessional experience in accounting or auditing with a public utility companyor utility regulatory agency.

Notes:

1. Candidates may substituteexperience in general accounting and auditing for the required experience atthe rate of two years of general accounting and auditing experience for oneyear of professional experience in accounting or auditing with a public utilitycompany or utility regulatory agency.

2. Candidates may substituteU.S. Armed Forces military service experience as a commissioned officer in taxexamining classification or tax examining specialty codes in the accounting andbudget group field of work on a year-for-year basis for the required experienceand education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have utility accounting andratemaking experience.

The ideal candidate will have the ability to auditfinancial statements and financial data and to provide effective written andverbal presentations to the Commission and other parties.

The ideal candidate will have experience guiding leadingor training other employees in work assignments.

A CPA certification is also a plus but not required.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operators license valid in the State of Maryland
