City Research Scientist I (Flat Hiring Rate of $74536.00)
The Bureau of Alcohol and Drug Use Prevention Care and Treatment (BADUPCT) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops implements and evaluates interventions and prevention strategies through contracting of treatment recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural social service and communication factors that drive disparities.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
--Support the provision of technical assistance to Harm Reduction Unit staff on issues related to data interpretation and management the development of data reports implementing quality improvement (QI) processes including the development of novel reports and dashboards
--Assist in creating and maintaining HRU data sets including but not limited to routine eSHARE reports AIRS data extracts an HRU annual report and analysis of specific HRU programming including the Outreach and Syringe Litter program and the Drop-in Center program
--Support the HRU Data manager in communication between HRU and the Research and Surveillance Unit
--Collaborate with the HRU Data Manager and HRU Director in coordination of evaluation and research activities connected to HRU
--Create and deliver PowerPoint or other presentations to internal staff and external partners
--Assist with data requests and reporting to support program implementation inform policy troubleshoot issues and other program needs
--Other duties as assigned
PREFERRED SKILLS:
The Data Associate will have experience practicing public health and working across systems to further a public health approach to alcohol and other drug use; working with programs serving people who use drugs including those using harm reduction approaches; in program monitoring and addition s/he will:
1. Have familiarity in data and database management SAS R and SQL
2. Have experience with quantitative data including the ability to read interpret and synthesize epidemiologic and other scientific literature
3. Have experience or willingness to learn data visualization and dashboarding tools (e.g. Power BI Tableau)
4. Be able to work independently and as part of a team
5. Have experience or willingness to learn survey development and data collection such as REDCap.
6. Possess exceptional interpersonal research written and verbal communication skills
7. Be proficiency in Excel Access Word and PowerPoint
8. Be detail oriented with outstanding organizational skills
9. Be able to multitask in a fast paced high-volume environment.

Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.
