Position Summary: The Compliance Specialist is responsible for the accurate and timely processing of all initial annual and interim income certifications for new and existing residents.
This role administers and reviews all move-in and unit transfer requests to ensure eligibility and program compliance. The Compliance Specialist ensures full compliance with HUD and LIHTC regulatory requirements including adherence to Fair Housing laws reasonable accommodation and modification requirements and program-specific policies and procedures.
This position is responsible for maintaining complete accurate and audit-ready resident files ensuring required HUD documentation and reports are prepared and submitted timely and supporting ongoing compliance with federal state and investor requirements.
The rate of pay for this position is $56000 per year commensurate with experience ($26.92 hourly; FLSA Non-Exempt).
Essential Duties and Responsibilities:
- Process all income verifications and monitor compliance requirements for CHN managed portfolios
- Maintain the waiting list and applicant files for the CHN managed portfolios
- Coordinate waiting list updates and purge
- Review applications to determine eligibility in compliance with HUD and OHFA LITHC programs.
- Perform applicant prequalification which includes but is not limited to verifying eligibility documentation including criminal history evictions child support and other verifications
- Process and evaluate tenant transfer request including reasonable accommodations
- Complete monthly EIV reports and store in master file
- Complete all discrepancies related to tenant income certifications
- Manage the Tenant self-certification on income process related to re-certifications using a current 120-day cycle for mailings reviewing self-declarations and data entry and file management.
- Manage the data Base of self-certifications and full re-certifications related to the HOME/HDAP requirements from OHFA The City of Cleveland and any other investors.
- Complete the distribution of all letters notices and forms related to the annual rent increased approved by HUD and OHFA
- Respond to general resident needs and inquiries related to the re-certification process rent increases and payment coupons.
- Other duties as assigned.
Education and/or Work Experience Requirements:
Required:
Education:
- High school diploma or equivalent
Experience:
- COS/ Section 8 certification and Tax credit training/Certification
- 5 years of previous experience in LIHTC
- Working experience in Yardi Onesite or Other housing software
Skills:
- Excellent customer service skills
- Excellent verbal and written communication skills
- Must demonstrate critical thinking problem-solving organizational and time management skills
- Good computer skills including working knowledge of MS Office and Yardi Voyager
- Strong interpersonal skills with an ability to work effectively with a wide range of people residents staff supervisors owners syndicators and state agencies
- Strong knowledge of procedures and policies of residential property management
- Strong knowledge of landlord tenant law fair housing regulations and bookkeeping procedures
- Strong math skills with the ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals.
- Ability to compute rate ratio and percent.
- Ability to plan assign review and coordinate work and programs independently
- Must be dependable and have strong work attendance
- Ability to conduct tax credit compliance reviews
Other:
- Must attend OHFA and other housing training events yearly
- Valid drivers license reliable transportation and automobile insurance
- Travel within city limits (approximately 5%)
Preferred:
- Professional Certification in Tax Credit (LIHTC)
- Associate Degree or equivalent experience in housing management
