Deputy Chief Information Officer (EMS3/ETS)

The Health Care Authority (HCA) is in search of an innovative leader to help shape the future of IT operations. About the division:

The Enterprise Technology Services (ETS) division is the designated technology provider for HCA. The Deputy Chief Information Officer (DCIO) reports to the Chief Information Officer within HCA. This position administers Operational Services including Network Services and Support Application Services Employees and Retirees Benefits IT and the IT Project Management Office and is responsible for the maintenance and delivery of technology services to staff and programs within the agency.

About the position:

The DCIO provides executive leadership overall direction and strategic vision for IT Operations that enables the agency to achieve its goals and objectives. IT Operations includes providing leadership in planning and managing computer operations and production support systems and database administration network operations telephony services end user support remote teleworking and customer service.

This position is eligible to telework but is required to report on-site three days a week to meet business need. On-site days are currently Tuesday Wednesday and Thursday.The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Duties

Some of what you will do:

  • Partners with CIO in providing technology vision and direction for the agency.
  • Oversees the development of enterprise technology standards governance processes and performance metrics to ensure ETS delivers value to the enterprise.
  • Assist the CIO with contracts and budget management activities.
  • Directs teams of technical professional and management staff in the successful fulfillment of IT service delivery commitments.
  • Works with Strategic Services in developing strategic vision and provides short and long-term strategic direction for ETS within HCA.
  • Implements ETS continuous-improvement programs within agency guidelines.
  • Participate in and support divisional/agency strategic planning efforts policy package development and legislature budget requests.
  • Perform tactical and strategic planning and implementation activities for the procurement development deployment use and support of information technology systems within HCA.
  • Participate as a member of the Executive Leadership Team to plan systems development network enhancement and maintenance cost control quality control computing equipment/software requirements and staffing.
  • Assure appropriate and optimum use of the organizations resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities.
  • Support effective communications throughout the organization. Maintain the highest standards of personal/professional and ethical conduct and support the states goals for a diverse workforce.
  • Monitor the effectiveness of information technology application with HCA initiating investigation and assessing new technologies to support the strategic direction of the agency.
  • Assume delegated authority of the Chief Information Officer during the absence of the CIO.

Qualifications

Required qualifications:

Qualifying candidates will satisfy all of the following criteria:

  • Five years of senior management experience within the information technology (IT) field including oversight and supervision of other managers and operations and oversight of IT infrastructure and/or IT application services functions.
  • Additionally four years of professional IT experience which includes technical expertise in one or more of the twelve state IT job families. State IT job families include the following IT functional areas:
    • application development
    • architecture
    • business analysis
    • customer support
    • data management
    • network and telecommunications
    • policy and planning
    • IT project management
    • quality assurance
    • security
    • systems administration and
    • vendor management.
  • Demonstrated experience working collaboratively with all levels of government service including federal state local tribal governments elected officials appointed boards and commissions.
  • Demonstrated understanding of leadership management techniques and principles in the areas of strategic and operational planning budget preparation and implementation personnel administration and project management.

  • Coordinate schedule negotiate for and prioritize the use of shared resources within ETS.
  • Develop a strategic technology plan for ETS based on agency and division strategic direction.

Preferred qualifications:

  • Bachelors degree in information systems computer science or closely related field.
  • Information Technology Infrastructure Library (ITIL) Foundations Certification.
  • Experience as a Chief Technology Officer Deputy Chief Information Officer or senior IT manager within the health care industry.
  • Senior IT management experience at a state government agency including managing a large complex operating budget which includes multiple sources of federal and state funds.
  • Statewide experience with enterprise architecture.
  • Thorough knowledge of state and federal technology and systems issues and environment.
  • Demonstrated knowledge of Project Management Methodology using Project Management Body of Knowledge (PMBOK).
  • Understanding of and ability to implement Agile development methodology.
