This position provides clinical services to individuals participating in housing programs and supports Health-Related Social Needs (HRSN) initiatives through coordination with internal teams and community partners.

Essential Duties and Responsibilities:

Support Health-Related Social Needs (HRSN) efforts through collaboration with community partners participation in regional and statewide meetings and trainings and provision of technical assistance to HRSN providers across Marion and Polk Counties.

Assist with the development and implementation of policies and procedures related to housing stability and access to care.

Provide direct in-person behavioral health services including completing intakes conducting mental health assessments and developing person-centered housing plans.

Provide clinical support to housing navigators and peers within housing programs.

Provide backup clinical coverage at Horizon House as needed to ensure continuity of services.

Complete assessments and treatment planning in accordance with program county state and federal requirements.

Collaborate with supervisors and interdisciplinary team members in clinical supervision meetings and service coordination.

Represent the program on internal or external committees and serve in a leadership capacity as assigned. Work Environment This position works within housing programs and clinical settings and collaborates closely with county staff contracted providers and community partners.

GENERAL STATEMENT OF DUTIES
Mental Health Specialist 2:
Provide assessments and treatment of individuals and families including groups; provides crisis assessment and intervention services and related duties as required. Primary responsibility of this class is to provide assessment and treatment services; crisis intervention and treatment services including intensive services to individuals and their families with complex needs and diagnoses and/or to develop and implement specific services in the community.

Mental Health Specialist1:
Plans and carries out recreational social and skills training activities; performs case management and counseling functions with Adults in Custody (AIC); facilitates counseling and/or skills training groups; performs related duties as required. Primary responsibility of this class is case management and counseling without responsibility for developing and implementing specific programs in the community.

Mental Health Specialist2 and 1:
Works under the supervision of a supervisor who assigns work establishes goals and reviews the results obtained for overall effectiveness.

SUPERVISION EXERCISED
Mental Health Specialist2 and 1:
Supervision of others is not a responsibility of positions in this classification. however positions may act as lead workers as defined in theMarion County Personnel Rules. May assist in the supervision of practicum students and/or volunteers.

Provide in-person behavioral health services to individuals including completing intakes conducting mental health assessments creating person-centered housing plans; provide clinical support to housing navigators peers and staff at Horizon House; and offer technical HRSN assistance to community agencies.

Health Related Social Needs (HRSN)

• Attend Monthly Convener Meetings.
• Participate in Oregon Health Authority (OHA) PacificSource Unite Us Nexxus meeting and trainings.
• Provide technical support to Marion/Polk HRSN Providers.
• Organize and facilitate convener meetings hosted by Marion County.
• Remain up to date on OARS for HRSN.
• Remain up to date on policy updates and changes from PacificSource and OHA
• Collaborate with community partners.
• Participate in creating and implementing policies and procedures

Assessments and Treatment Planning

• Provide intake and mental health assessments including assessing mental health and/or behavioral symptoms using a variety of standard assessment tools individual functional skills determining treatment needs and developing individualized housing plans.
• Work collaboratively with Navigators and the individuals in services to complete intakes mental health assessments including assessing mental health and/or behavioral symptoms using a variety of standard assessment tools individual functional skills determining treatment needs and developing Person-Centered Housing Plan (PCHP).
• Provide counseling by telephone or in-person to individuals and/or their families or other concerned individuals.
• Intervene with both children and adults.
• Maintain comprehensive and non-exhaustive knowledge of psychopathology and be able to draw upon a wide range of therapeutic strategies in counseling assessment and treatment planning.

Documentation

• Maintain accurate and timely clinical documentation in accordance with Federal State County and treatment program requirements under the direction of a clinical supervisor.
• Meets performance expectations for time and billing standards.

Clinical Support for Horizon House

• Provide back-up support to Horizon House Residents when clinical staff and supervisors are unavailable.
• Provide crisis specific intervention services including development of safety/crisis plans and suicide and self-harm risk assessments when necessary
• May provide intervention to individuals using a variety of evidence-based practices as clinically indicated which may include Cognitive Behavioral Therapy (DBT) Dialectical Behavioral Therapy (DBT) Solution-Focused Brief Therapy (SFBT) Collaborative Problem-Solving (CPI) and Motivational Interviewing.

Misc.

• Work with a team of clinicians and supervisors for clinical supervision treatment planning staff and departmental meetings and training.
• Work within a team and collaborate with other team members.
• May represent the agency on internal and/or external committees as requested by a supervisor.
• May provide mental health and/or substance use disorders education and training to other staff.
• Other duties may be assigned by your supervisor.

EXPERIENCE AND TRAINING

1. Masters degree in psychology social work recreational therapy music therapy art therapy or a behavioral science field; OR
2. Bachelors degree in nursing or occupational therapy and licensed by the State of Oregon; AND
3. One year of postgraduate degree experience in the behavioral health field.

SPECIALREQUIREMENTS

• Must be either1) licensed by the Oregon Board of Licensed Professional Counselors 2) licensed by the Oregon Board of Licensed Social Workers or 3) credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment. Applicants may be required to pass a practical knowledge and skills assessment as part of the interview process.

• Must possess a current drivers license in the applicants state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. • This is a full-time position which is eligible for overtime.
• Typical Work Schedule: Monday - Friday 8:00 a.m. - 5:00 p.m. with one late clinic weekly (10:00 a.m. - 7:00 p.m.) with flexibility depending upon the needs of the department and program.

PREFERENCES

• Experience working with adolescents particularly those in a juvenile justice setting for positions within the Juvenile Department.
  
• Post-masters degree experience.

KNOWLEDGE SKILLS AND ABILITIES

Working knowledge of community mental health concepts or chemical dependency case management and treatment services; individual assessment treatment planning and treatment protocols; mental health disorders and diagnostic classifications.

Ability to establish positive working relationships with other employees individuals and their families other agencies and the public; prepare concise and complete clinical documentation related to individual treatment and progress in services in a timely and professional manner; work within a team and collaborate with team members; knowledge of and ability to act professionally with regard to a code of ethics and confidentiality.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
