This role is vital in ensuring that both new and current employees have the training resources and technical support necessary to deliver effective service and maintain federal compliance.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Training Coordination (35%): Maintains and implements comprehensive onboarding processes and checklists for all local agency roles. Develops training strategies conducts statewide needs analyses and explores innovative delivery methods including online modules and video tutorials.
  • Help Desk and Technical Support (30%): Oversees the WIC Help Desk providing technical troubleshooting and documenting recurring issues. Acts as a subject matter expert for program systems (MIS Participant Portal) and leads User Acceptance Testing.
  • Recruitment Coordination (15%): Initiates and tracks recruitment documentation coordinates activities with HR and hiring managers and assists clinic supervisors with applicant screening and reference checks.
  • Outreach & Communications (10%): Develops electronic publications and manages program-level social media to communicate agency accomplishments and support participant recruitment.
  • Monitoring and Evaluation (10%): Participates in program evaluations and quality improvement workgroups. Monitors new hire progress and evaluates the effectiveness of training materials to enhance learning outcomes.

Qualifications


PREFERENCES:

The ideal candidate will have a Bachelors degree in Organizational Development Instructional Design Public/Health Administration or Communications. Preference may be given to those with 12 years of progressive work experience in Health Programs.


KNOWLEDGE:


  • Knowledge of adult learning principles and e-learning content development.
  • Knowledge of help desk operations and technical troubleshooting.
  • Knowledge of recruitment processes and personnel documentation.
  • Strong presentation writing and organizational skills to manage concurrent priorities.
  • Ability to translate complex technical concepts into user-friendly guides.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Education)
Experience:
0-3 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Instructor II
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Instructor II

PHYSICAL WORKING CONDITIONS:


  • Travel may be required for statewide training and outreach efforts.


NOTES:

  • FLSA: Exempt
  • The Wyoming Department of Health is an E-Verify employer.
  • Supervisory: This position does not have responsibility for hiring performance appraisals or disciplinary action.
  • Work Direction: This position provides work direction (training and assigning work) to approximately 52 positions not formally supervised.
  • Successful applicants must pass a background check including fingerprinting.
  • Successful applicants must complete an Employee Health Assessment and verify immunity to vaccine-preventable diseases.
