Job Description: Program Manager Department: Programs Reports to: Executive Director FSLA: Exempt Date Updated: January 2026 Job Summary The Program Manager is responsible for the day-to-day management coordination and quality assurance of vocational and life-skills programs serving individuals living with disabilities and other barriers to employment. This role ensures strong and consistent program implementation staff support participant success and accurate documentation in alignment with organizational standards and funding requirements. The Program Manager works closely with program staff community partners and leadership to maintain high-quality service delivery and continuous improvement. Qualifications - Bachelors degree in related field required; masters degree in special education counseling psychology rehabilitation services occupational therapy speech-language pathology or related field preferred.
- Minimum three (2) years of experience working with individuals with disabilities or other underserved populations required.
- Minimum two (2) years of supervisory or program coordination experience preferred.
- Experience with vocational training transition services workforce development or community-based programs strongly preferred.
- Understanding of program management data tracking and service documentation.
- Knowledge of performance evaluation practices and outcome measurement.
- Strong organizational communication and problem-solving skills.
- Proficiency in Microsoft Office Suite.
- Ethical judgment and ability to maintain confidentiality.
- Demonstrated ability to support coach and guide team members.
- Ability to manage multiple priorities and meet deadlines.
- Comfortable working with individuals from diverse backgrounds.
- Dependable transportation required. Driving record acceptable to WE Inc.s insurance carrier with required auto liability coverage.
Responsibilities Program Operations & Oversight - Coordinate daily operations of assigned programs to ensure smooth effective service delivery.
- Implement program goals curriculum schedules and activities aligned with organizational objectives.
- Monitor program timelines milestones and participant progress.
- Support program start-up and expansion efforts as directed by leadership.
Staff Supervision & Support - Supervise assigned program staff providing coaching and feedback. Provide this information to executive director.
- Assist in onboarding and training new program staff.
- Promote a positive inclusive and mission-driven team culture.
- Help ensure staff follow policies procedures and safety practices.
Participant Services - Ensure participants receive high-quality person-centered services.
- Support staff in addressing participant challenges and developing appropriate accommodations.
- Monitor participant documentation service plans and progress tracking.
Compliance & Documentation - Ensure programs follow internal policies CARF standards (if applicable) and funder requirements.
- Support accurate and timely documentation for DHR Medicaid or other funding sources.
- Develop and maintain program forms records and reporting tools.
- Oversee data entry accuracy and program file organization.
Quality Improvement & Evaluation - Track program performance metrics and assist with outcome reporting.
- Identify opportunities to improve program effectiveness and efficiency.
- Participate in internal evaluations audits and continuous improvement efforts.
Collaboration & Community Engagement - Support and maintain positive working relationships with community partners schools employers and vendors.
- Support participant placement internships and community-based learning opportunities.
- Represent WE Inc. professionally in meetings and community activities as needed.
Administrative & Organizational Support - Track and enter payroll for assigned team members.
- Assist leadership in preparing program reports and updates.
- Assist leadership in preparing MOUs for partnerships.
- Support grant implementation by tracking deliverables and outcomes.
- Follow EOS management practices including scorecards and quarterly priorities (Rocks).
Typical Working Conditions Work is performed in an office setting and throughout the community in various workplaces and meeting locations. Duties may require sitting for extended periods standing and public speaking. Requires manual dexterity sufficient to operate standard office equipment. Requires normal range of hearing and driving locally with occasional regional travel. Involves regular contact with staff people served and the public. Typical hours are MondayFriday 8:00 a.m.4:30 p.m. with flexibility required for occasional evening or community events based on program needs.
