Salary Recruitment Range: $50633 - $71500
Salary Grade: NC14

This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

For more information about NCDOI: Purpose of the Position:
The position is the first person responsible for the Life and Health Section in the absence of the Deputy Commissioner. The primary purpose of this position is to supervise a team of Life and Health Analysts II and to assist the Deputy Commissioner in the administrative personnel and operating functions for the Life and Health Section.
Responsibilities include but are not limited to:
1. Supervision of the day-to-day operations of the Life and Health Section in order to ensure that North Carolina consumers receive timely accurate and thorough assistance with their insurance-related complaints and inquiries. Calls and complaints received can involve a wide range of insurance lines including life insurance annuities disability insurance health insurance specified disease insurance dental or vision insurance or any other areas relating to life or health insurance.
2. Review of complex complaints to assist in formulating sound regulatory arguments to present to insurance companies as the basis of requirements to correct compliance issues.
3. Keeping abreast of new laws impacting life and health insurance; creating job tools or training for staff to ensure the Section is current with industry knowledge.
4. Assist with the development and implementation and evaluation of the processes that effect operations of the Life and Health Section.
5. Communicate essential information to the Deputy Commissioner.
6. Management and oversight of all case assignment to Life and Health Section staff.
7. Assist in the identification and development of staff competencies.
8. Provide technical comments drafting assistance and policy and other analyses of proposed legislation and regulation as well as program policies and procedures.
Knowledge Skills and Abilities/Management Preferences
Effective July 1 2025 candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. Management Preferences:
- Thorough knowledge of insurance principles and practices and North Carolina insurance laws and regulations.
- Thorough knowledge of insurance policies and coverages legal processes insurance-related court rulings medical/health and automobile/damage terminology and costs.
- Demonstrated ability to analyze a variety of complaints apply insurance laws and regulations draw valid conclusions and document findings in reports and correspondence to consumers.
Minimum Education and Experience
Some state job postings say you can qualify by an equivalent combination of education and experience. Bachelors degree business or economics or a related program from an appropriately accredited institution and three years of experience in insurance underwriting claims or policyholder service; or an equivalent combination of education and experience.
