Unit Information
The County of Montereys Contracts and Procurement Office (C&P) provides decentralized procurement and contract management support to County staff across all FY 202425 the County procured goods and services totaling $490.7 million in procurement activity. The C&P team continues to promote procurement best practices and operational consistency to support effective and reliable procurement operations.

Our goal is to facilitate an efficient timely and cost-effective procurement process that includes strategic sourcing competitive bidding agreement development and fostering positive vendor relationships. Position Information
Under direction the Deputy Contracts and Procurement Officer I performs professional analytical duties related to contracting and procurement in the County. Incumbents assist departments in providing guidance to operating departments performing contracting and procurement duties to ensure compliance with laws ordinances and policies.

The Deputy Contracts and Procurement Officer I is the entry professional level class in the Deputy Contracts and Procurement series. Incumbents perform professional analytical and technical contract administration and procurement work under County governance and programmatic policies procedures and guidelines. As experience is gained there is an expectation for greater independence of action within the established guidelines.

The position reviews contract and procurement documents to ensure accuracy completeness and compliance with State Federal and County laws as well as funding source requirements. Employees maintain current knowledge of contract rules and regulations and provide reports audits and communications to County stakeholders upon request.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time part-time or temporary basis.

Flexible staffing: This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

Examples of Duties

  • Assists in monitoring reviewing and evaluating centralized and delegated procurement/contracting activities and ensures their compliance with applicable laws regulations and County policies and procedures; collaborates with County departments to determine procurement needs and legal requirement

  • Assists in preparing bid specifications and solicitation documents; analyzes bid and proposal responses; participates in contract negotiations; develops and drafts agreements contract terms and scope of work. Conducts cost and price analysis to identify potential cost savings

  • Monitors execution of contracts to ensure compliance with contractual provisions performance standards and funding requirements; utilizes the Countys Enterprise Resources Planning (ERP) and other procurement systems to manage procurement and contracting functions

  • Develops and maintains professional relationships with vendors; ensures vendor registration is in compliance with Federal State and local requirements; conducts vendor data audits and IRS verifications; collaborates with County Counsel Risk Management and other stakeholders to ensure compliance and risk mitigation
    May attend and provide deputy procurement agent support at formal County construction bid openings in compliance with State requirements and County Ordinances

  • May attend and provide deputy purchasing agent support at formal County construction bid openings in compliance with State requirements and County Ordinances

  • Coordinates with County departments vendors the public and external agencies

THE SUCCESSFUL CANDIDATE

Will have a proven track record demonstrating the following knowledge skills and abilities:

Working Knowledge of:

  • Principles and practices of governmental procurement and contract administration

  • Methods and procedures used in the preparation of bid specifications solicitations bid analysis and contract negotiation/development

Some Knowledge of:

  • Automated procurement and contract management systems

Skill and Ability to:

  • Collect interpret and evaluate data validate conclusions and define/select alternatives

  • Read and comprehend complex material such as contracts ordinances legislation policies procedures directives and manuals

  • Understand interpret and apply Federal State and local laws rules regulations and policies related to contractual service agreements and procurement

  • Learn to exercise independent judgment and initiative

  • Analyze and resolve problems and complaints

  • Provide excellent and courteous customer service and establish and maintain effective working relationships

  • Communicate effectively both orally and in writing in order to transmit information and instructions at all functioning levels of the County to the general public as well as private and public agencies

Examples of Experience/Education/Training

Any combination of training education and/or experience which provides the knowledge skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:

Experience:

Equivalent to one (1) year of experience in governmental or large organizational procurement procurement contract administration or a related field;

AND

Education/Training:

Completion of course work from an accredited college or university leading to a bachelors degree in business administration public administration or a related field.

The required conditions of employment include but are not limited to the following:

  • Possess and maintain a valid California Class C drivers license or the ability to provide suitable transportation that is approved by the appointing authority
