GENERAL DESCRIPTION:



The State Library is seeking a dynamic and experienced leader who believes in the power of libraries information and shared knowledge to ensure our Wyoming communities continue to flourish.

This position supports the administrative priorities of the State Librarian while helping shape the future of libraries across the state. Serving a key role in advancing the State Librarys mission this leader promotes statewide library development strengthens collaboration among libraries and ensures equitable access to reliable trusted information for all customers.

As a vital member of the agencys Management Planning Team this role provides strategic direction and high-level decision-making support and serves as Acting State Librarian when needed. The position also manages and implements federal Library Services and Technology Act (LSTA) projects and funding leveraging these resources to enhance library services innovation and outreach statewide.

The successful candidate will work closely with librarians library boards and library foundations offering expert consultation on a wide range of topics that support strong governance sustainable growth and forward-thinking library services. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Support the administrative priorities of the State Librarian including strategic planning daily operations federal grant management and library services and practices.
  • Advise the State Librarian on statewide library issues and activities that may impact agency operations and services.
  • Serve as Acting State Librarian in their absence making operational and personnel decisions as needed.
  • Supervise the professional librarians of the Library Development Office providing leadership direction oversight and performance management.
  • Set staff performance goals conduct performance evaluations and manage timesheets and professional development opportunities.
  • Coordinate staff projects grants assignments and special initiatives aligned with agency goals.
  • Serve as the agency liaison to the Institute of Museum and Library Services (IMLS) for federal Library Services and Technology Act (LSTA) grants.
  • Communicate regularly with IMLS on policies documentation reporting and Wyomings state plan.
  • Oversee staff managing federally funded statewide projects and sub-grants.
  • Monitor LSTA fund balances and ensure proper documentation and reporting in collaboration with the agencys business manager.
  • Draft Wyomings five-year LSTA plan and write the annual federal report.
  • Plan coordinate and lead local regional and statewide training conferences and meetings on professional library topics.
  • Deliver continuing education and training on subjects such as statewide databases library statistics government information resources emerging technologies and grant-funded initiatives.
  • Provide expert consultation to library staff boards and foundation members on management practices board responsibilities and endowment development.
  • Respond to inquiries from a wide range of stakeholders including public and academic libraries government agencies private organizations media and Wyoming residents.
  • Maintain up-to-date professional knowledge through reading workshops conferences and webinars (in-person and virtual).

Qualifications


PREFERENCES:


Preference will be given to applicants with a Masters Degree (typically in Library Science)


KNOWLEDGE:


  • Proven ability to lead motivate and develop professional staff while managing multiple priorities and complex projects.
  • Deep understanding of library board/foundation roles 21st-century service trends and public library management.
  • Expert knowledge of federal/state information systems library data collection LSTA programs and state aid.
  • Demonstrated skill in strategic planning program evaluation and high-level communications/presentations.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Library Science)
Experience:
1-2 years of progressive work experience (typically in Library Science) with acquired knowledge at the level of a Librarian
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in Library Science) with acquired knowledge at the level of a Librarian
Certificates Licenses Registrations:
None

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:


  • Typically the employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.
  • Special physical demands are not required to perform the work.
