JOB ANNOUNCEMENT

Sacred Heart Community Service (SHCS) in San José CA seeks a Homelessness Prevention System (HPS) Analyst to support the coordination financial tracking and performance evaluation of a countywide network of community partners working to prevent homelessness in Santa Clara County. The Analyst will be highly organized analytical and collaborative with the ability to manage data budgets and contracts across multiple agencies while supporting equitable and effective service delivery. This role is ideal for someone who enjoys working at the intersection of finance data and social impact and is committed to SHCSs vision of a community free from poverty. For more than 60 years SHCS has combined direct services leadership development and policy changerooted in anti-racism and anti-oppressionto both address the impacts of poverty and build collective power for systemic change.

Position Summary

The HPS Analyst supports the coordination administration and evaluation of the Santa Clara County Homelessness Prevention System (HPS) a network of community agencies providing financial assistance legal services and case management to help families and individuals avoid homelessness. Working as part of the SHCS-coordinated HPS team the Analyst manages financial and program data across multiple partners supports subcontract administration and invoicing processes financial assistance and stipend payments and reconciles data across internal systems and HMIS to ensure accuracy compliance and timely reporting. The role plays a key part in translating financial and program information into clear insights that support system performance funder reporting and continuous improvement. While primarily focused on administrative and analytical functions the Analyst may also support direct service activities as needed including data entry pre-screens assessments and intakes as well as efforts to engage participants in community organizing and policy advocacy related to housing and homelessness.

Description of Duties

Accounting Budget & Reporting (5060%)

Accounting

  • Ensure accurate and consistent tracking of program expenditures across partner agencies by creating and maintaining invoice templates and financial summary spreadsheets.
  • Review partner agency invoices and support documentation on a monthly basis and follow up to resolve discrepancies or compliance questions.
  • Complete monthly reconciliations of financial assistance data across internal systems partner invoices and the Homelessness Management Information System (HMIS).
  • Process check requests and stipend payments in coordination with Program and Finance staff including coordinating payment pickup or delivery as needed.
  • Perform data entry in internal databases and HMIS to support accurate timely financial and program reporting.

Budget Management

  • Track partner agency spending against approved budgets and projections and flag variances for review.
  • Maintain a budget amendment tracker to document monitor and communicate changes to partner budgets throughout the fiscal year.
  • Monitor program enrollments and financial assistance expenditures across multiple funding sources to assess program capacity utilization and funding alignment.

Financial Reporting

  • Analyze budget and expenditure data and communicate findings to program staff partner agencies and funders.
  • Support the development analysis and reporting of program goals outcomes and performance metrics aligned with the organizations Strategic Plan and HPS objectives.
  • Collaborate with team members to improve data collection reporting and analysis processes and to complete required grant and funder reporting.

Contract Administration and Reporting (30-40%)

Leadership (5-10%)

  • Contribute to a collaborative accountable and equity-centered team culture by supporting agency-wide initiatives events and outreach efforts.
  • Participate in staff meetings trainings retreats and cross-team activities.
  • Perform other duties as assigned in support of program operations and organizational priorities.

Required Qualifications and Experience

  • Demonstrated commitment to SHCSs vision of ensuring every child and adult is free from poverty.
  • Bachelors degree in accounting business economics finance or a related field or a minimum of two years of equivalent experience including:
    • Budget tracking financial analysis and/or program evaluation
    • Nonprofit or similar administrative work including grant or contract administration
    • Direct service work related to anti-poverty efforts affordable housing and/or homelessness
  • Proficiency in Microsoft Excel Word PowerPoint and email communication.
  • Intermediate proficiency with client database systems such as HMIS or Salesforce or demonstrated ability to learn new data systems quickly.
  • Ability to work effectively with diverse communities partner agencies and internal teams.
  • Strong organizational skills with the ability to manage multiple priorities respond in a timely manner and maintain attention to detail.
  • Ability to work collaboratively in a team environment and independently with limited supervision as needed.
  • Strong written verbal and basic presentation skills.
  • Ability to perform computer-based work for up to 68 hours per day.
  • Ability to successfully complete a criminal background check.

Preferred Qualifications and Experience

  • Bilingual/biliterate (Spanish Vietnamese or Chinese).

REPORTING RELATIONSHIP:

This position is exempt full-time and reports to the Homelessness Prevention System Manager.

COMPENSATION:

This is an exempt salaried position ranging from $70304-$75000 per year commensurate with experience.
