Fraser is a Certified Community Behavioral Health Clinic (CCBHC). This certification allows us to better meet the growing need for autism mental health and disability services in our community. As a result clients will benefit from faster access to treatment inclusive and culturally responsive whole-person care and dedicated care coordinators who provide continuous support throughout their treatment journey.

Fraser is seeking a Chief Legal and Compliance Officer to oversee all legal regulatory and compliance matters and advise the organizations programs and administration on legal issues involving regulations state and federal law.

Qualifications:

  • Juris Doctor degree required.
  • 3-5 years legal practice experience.
  • Licensed to practice law in Minnesota.
  • Experience in a non-profit or healthcare-related organization preferred.
  • Experience with nonprofit legal principles tax exempt law and charitable giving a plus.
  • Valid Minnesota Drivers License required.
  • Current knowledge of state and federal laws required. Knowledge of regulations 245A 245D 245G 245I preferred.
  • Demonstrated knowledge of healthcare and public sector administration and regulatory law.
  • Knowledge of Medicaid and Medicare rules and regulations.
  • Skills with negotiation and conflict management and collaboration preferred.
  • Ability to conduct successful compliance audits required.
  • Previous supervisory experience with proven success in managing employee relations preferred.
  • Fluency in the English language including verbal and written communication with both internal and external contacts.

Responsibilities:

  • Oversee all legal regulatory and compliance matters and advise the organizations programs and administration on legal issues involving regulations state and federal law. This includes analyzing legislation and contract changes.
  • Protect Fraser and its assets by overseeing Frasers compliance program assuring compliance with company policies procedures and standards of conduct along with the rules and regulations that govern the organizations existence.
  • Serve as an available partner to programs and operations overseeing Frasers compliance in regard to federal and state regulations government contracts third-party contracts and tax-exempt governance laws.
  • Assure that Frasers assets are protected by: Developing audits policies and procedures and standards of practice and providing counsel to leadership and staff based on legal interpretation.
  • Coordinate and monitor matters assigned to outside counsel.
