POSITION PURPOSE
The System of Care Program Manager is responsible for establishing maintaining and continuously improving a functional System of Care for child and youth behavioral health within the Service Area. The role ensures comprehensive person centered individualized and community-based services that reflect System of Care values and that meet Oregon Health Authority and Coordinated Care Organization requirements.This position leads the System of Care governance structure advances cross system collaboration oversees policies and procedures ensures timely reporting to OHA and supports high fidelity Wraparound practice. The manager convenes partners centers youth and family voice and drives measurable outcomes in access quality and equity.ESSENTIAL JOB RESPONSIBILITIESSystem of Care Governance and Structure- Establish and maintain a functional System of Care for the Service Area with a governance structure that includes a Practice Level Workgroup an Advisory Committee and an Executive Council with meaningful youth and family representation.
- Ensure governance bodies fulfill required functions. Combine bodies where appropriate if all functions are preserved. Coordinate with any other Coordinated Care Organizations in the same Service Area to maintain a singular collaborative System of Care structure.
Practice Level Workgroup- Convene and lead the Practice Level Workgroup to review Wraparound practice barriers remove barriers when possible and elevate unresolved system barriers to the Advisory Committee and or Executive Council for resolution and for advancement to the State System of Care Steering Committee.
- Ensure representation from providers who supervise individuals from local public child serving agencies including Child Welfare education Juvenile Justice Oregon Youth Authority Tribal communities intellectual and developmental disabilities and behavioral health. Ensure meaningful participation from youth and family members.
Advisory Committee- Lead the Advisory Committee to advise on policy development and implementation and to provide oversight using an approved strategic plan.
- Ensure the Advisory Committee responds to system barriers escalated from the Practice Level Workgroup and makes recommendations to the Executive Council as needed.
- Ensure membership includes providers and local public child serving agencies with authority to make program level financial and policy changes and includes meaningful participation from youth and family members.
Executive Council- Facilitate the Executive Council to develop and approve policies and shared decision-making regarding funding and resource development. Oversee review of project outcomes and identification of unmet community needs to support expansion of the service array.
- Ensure membership includes the Contractor providers and local public child serving agencies with authority to make program level financial and policy changes and includes meaningful participation from youth and family members.
Policies and Procedures- Develop and maintain System of Care policies and procedures approved by the Executive Council that describe:
- How youth and families are meaningfully supported to lead and participate at all levels of governance.
- How the System of Care is culturally and linguistically appropriate to the needs of communities in the Service Area.
- How community partners and system partners are included and collaborate to ensure access to needed support and services.
- Submit System of Care policies and procedures to OHA within five business days upon request in the format and manner specified by OHA.
System of Care Grants and Financial Oversight- Provide programmatic oversight of all System of Care related grants.
- Ensure grant funded activities align with approved scopes of work performance measures and reporting requirements.
- Collaborate with finance contracts and program staff to monitor grant budgets expenditures and allowable costs.
- Manage and prepare the L Report for finance ensuring accurate allocation tracking and reconciliation of CBI and SHARE funds.
- Support audit readiness by maintaining documentation related to grant deliverables expenditures and outcomes.
- Identify risks to grant compliance or funding sustainability and implement corrective actions as needed.
Quality Compliance and Reporting- Monitor compliance with applicable Oregon Administrative Rules including OAR and and with organizational care coordination policies and procedures.
- Ensure adherence to documentation productivity and quality standards and support audit readiness.
- Submit biannual System of Care barrier reports to OHA for the System of Care Advisory Council State Agency Standing Committee within thirty days after each six month period using the OHA provided template.
Wraparound and Care Coordination Oversight- With Care Coordination team ensure timely completion of Health Risk Screenings rising risk monitoring and care transitions in alignment with state and contract requirements.
- Support fidelity to Wraparound practice and alignment of workflows across partners and programs.
CANS Oregon Oversight- Ensure only providers certified by the Praed Foundation administer the CANS Oregon tool.
- Ensure CANS Oregon completion for each member enrolled in Fidelity Wraparound within thirty days of program enrollment every ninety days thereafter after significant events and upon program exit.
- Ensure timely and accurate entry of CANS Oregon data into the OHA designated online data system per state instructions.
Collaboration and Integration- Strengthen interdisciplinary partnerships among physical health behavioral health dental developmental disability education juvenile justice Child Welfare Tribal communities and social service systems to advance whole person integrated care.
- Participate in internal and external meetings workgroups and committees to support coordinated member care and system integration across the Service Area.
Performance Management and Process Improvement- Track analyze and report governance participation timeliness outcomes and improvement initiatives. Use data to drive decision making and resource allocation.
- Identify workflow and system barriers and implement corrective actions that improve efficiency equity and member experience.
- Maintain HIPAA compliance and data privacy standards across all activities.
Communication and Engagement- Ensure professional respectful and trauma informed communication with youth families providers and partners.
- Serve as an escalation resource and provide consultation on complex system issues and cross agency barrier resolution.

MINIMUM QUALIFICATIONS- Bachelors degree in public health social work psychology public administration or a related field.
- Five years of experience in child and youth behavioral health Wraparound System of Care or managed care environments.
- Two years of experience in program leadership grant management or cross system governance.
- Demonstrated experience overseeing grant funded programs and working with finance teams on budget tracking and reporting.
- Knowledge of Oregon CCO behavioral health requirements and System of Care principles.
- Proficiency with Microsoft Word Excel and data tracking systems.
PREFERRED QUALIFICATIONS- Masters degree in a related field.
- Experience managing CBI and SHARE funding streams.
- Experience preparing or overseeing the L Report or similar financial reconciliation reports.
- Familiarity with OHA reporting audit readiness and compliance requirements.
- Praed Foundation CANS certification or oversight experience.
