Job Summary

Description

Responsible for managing all building and maintenance functions for the Clay County Sheriffs Office which includes overseeing the work of employees and contractors that repair renovate and maintain the departments ten buildings grounds and related equipment and maintaining records of all work performed.

Duties

  • Responsible for preparing manage and monitor the annual maintenance budget including forecasting cost control and reporting on expenditures.
  • Responsible for ensuring all maintenance activities remain within the approved budget parameters.
  • Analyze maintenance cost and identify opportunities for cost savings and efficiency improvements.
  • Track expenditures approve invoices prepare budget forecasts and cost justification of capital and operational expenses.
  • Negotiate contracts and pricing with vendors and service providers best value.
  • Posts all approved time off requests onto the appropriate calendar(s) to minimize conflicts and to help ensure adequate personnel coverage at all times.
  • Runs errands outside of agency picks up and/or delivers information/documents/packages to and/or from approved individuals/agencies as directed and will perform other routine tasks as appropriate.
  • Operates the assigned vehicle in a careful and courteous manner obeying all traffic laws rules and regulations including the wearing of seat belts.
  • Receives and correctly prioritizes maintenance requests in a timely manner informing the appropriate personnel of urgent maintenance request consistent with agency policy.
  • Recommends new or modified policies/procedures and programs for the efficient maintenance of the facilities and grounds
  • Maintains strict control over all keys issued to facility personnel and document all keys issued in a key logbook in accordance with state regulations if applicable and agency policies.
  • Schedules and supervises painting jobs so that they are completed in a manner with minimal disturbance to the normal operation of facilities/personnel.
  • Determines the type and amount of supplies required to complete the job being assessed and orders the correct supplies from the appropriate vendor in accordance with agency policy.
  • Conducts facility maintenance/safety inspections documenting all maintenance problems and safety violations.
  • Sets up facility inspections by external entities and accrediting agencies documents all identified problems or safety violations corrects the problem and prepares an appropriate response.
  • Responds to calls 24-7 for any emergencies
  • Oversees all maintenance on jail cells roll doors and pop doors and ensures that buildings remain in compliance with ADA guidelines.
  • Responds to maintenance requests assesses priority and arranges/supervises the maintenance work.
  • Prioritize maintenance work requests based on urgency safety concerns available resources/supplies and other pertinent criteria.
  • Reviews completed maintenance work orders for accuracy completeness timeliness of response.
  • Assists superiors in making decisions on issues where no guidelines or policy exists.
  • On a specified schedule or as needed contacts the appropriate department/agency/service to schedule or to request scheduling of building/office area maintenance service calls in a timely manner.
  • Oversees facility construction to ensure the overall quality of the construction and compliance with building plans/blueprints applicable contracts and local building codes.
  • Deficiencies are immediately reported to the primary contractor for resolution in accordance with the terms of the contract.
  • Serves as an expert consultant within the discipline of construction and maintenance project management.
  • Provides clear concise and accurate direction and advice regarding construction and maintenance projects to help ensure their successful completion within the approved specifications.
  • Schedules (or coordinates and supervises) monthly or as required pest control services to ensure that the facilities are pest and vermin free pursuant to agency policy
  • Collects analyzes and documents assignments involving designated topics/subject matter as directed and provides accurate and timely data that is essential for immediate and future decision making.
  • Maintains department historical archives in an organized manner to facilitate easy storage and retrieval while maintaining the security and integrity of the archived materials.
  • Conducts special probationary semi-annual annual and other required evaluations to assess subordinates performance and plan performance improvement strategies.
  • Solicits or provides information/input regarding subordinate member performance as requested.
  • Conducts evaluations according to agency evaluation schedule guidelines and policies and if applicable includes a career counseling session with the member.
  • Researches and analyzes the issue / problem at hand and provide superiors with valid and defensible information / data in oral or written format as requested in order to assist in arriving at the most appropriate decision consistent with agency mission goals and the law.
  • Effectively directs assignments to ensure goal achievement consistent with agency policies.
  • Efficiently and effectively implements changes and new programs as directed by superiors within the time frame specified in accordance with agency policies.
  • Informs superiors of events or critical issues are accumulated and disseminated to higher authority without delay.
  • Resolves any performance problems through effective counseling consistent with agency policies in order to improve productivity.
  • Works effectively with colleagues and other agency personnel in order to maximize work area output and services consistent with agency policies.
  • Develops and/or maintains a system designed to facilitate efficient secure and systematic document storage and retrieval consistent with agency policies and all applicable laws.
  • Ensure that the area of responsibility is in complete compliance with health and safety regulations in accordance with established agency policies applicable OSHA regulations and any other applicable regulatory agencies observing all health and safety rules and regulations.
  • Reviews or delegates the review member time sheets and/or leave requests for accuracy after consulting with member reconciling inaccuracies and granting or refusing leave requests in accordance with agency policies and staffing levels.
  • Efficiently organizes prioritizes schedules and manages daily work activities tasks and special assignments for all assigned personnel.
  • Assists in updating and revising agency policies/directives in accordance with accreditation requirements and standards submitting revised policies to the appropriate authority for review and validation.
  • Provides accurate information/directions/assistance to the public department members and/or other department personnel in a professional and courteous manner consistent with agency policies.
  • Assigns subordinates/other personnel as applicable to tasksIprojects based on ability and staffing resources. The member will effectively direct assignments to ensure goal achievement consistent with agency policies.
  • Reviews completed work assignments for accuracy and achievement of all objectives providing the originator with appropriate feedback to encourage task completion according to desired specifications.
  • Implements changes and new programs as directed by superiors within the time frame specified in accordance with agency policies.
  • Ensures that continuity and operational efficiency is obtained through accurate and timely dissemination of information consistent with agency policy and procedures.
  • Accepts/delegates authority ensuring that the empowered subordinate fully understands the associated duties and responsibilities to enable him/her to carry them out in accordance with agency policies and procedures.
  • Provides effectiveand useful input into the development and implementation of the necessary policies procedures/directives and/or standards to ensure the reliability integrity and operationaleffectiveness of their particular area of responsibility.
  • Responds appropriately to personnel grievances/complaints in accordance with agency policies/procedures/applicable laws in a timely manner.
  • Processes applicable in coming and outgoing documents and/or files in a timely manner consistent with supervisory direction and/oragency policies/procedures.
  • Participates in cross-training with other co-workers; assists those co-workers when the need arises and learns new tasks by working together as a team.
  • Reports identified or potential maintenance safety and/or non-compliance findings hazards and incidents to the appropriate personnel and/or department.
  • Timely completes all assignments special projects and budgetary requirements (if applicable) as directed adhering to applicable agency policies.
  • Adheres to leave and attendance policies including punctual arrival and completing full shifts. Informs the supervisor about illness or untimely incidents reports overtime hours worked and timely submits timesheet attendance and leave requests.
  • Regularly checks assigned mailbox phone calls PowerDMS and email messages responding promptly and professionally.
  • Makes assigned chain of command aware of anything noteworthy.
  • Responds to supervision guidance direction and feedback from executive staff and superiors in a receptive manner and in accordance with agency policies.
  • Conducts themselves in a polite helpful courteous ethical and professional manner abiding by the established code of ethics and demonstrates a courteous and professional image when engaged in any activity with the public.
  • Cultivates positive working relationships with colleagues and other agency units to enhance work area output and services in line with agency policies.

  • Operates and performs minor repairs for office equipment to manufacturers specifications and/or within the specified parameters pursuant to agency policies.

Qualifications and Requirements

Minimum Education Experience and Requirements:

  • Associates Degree required or equivalent work experience in accordance with FSS 112.219
  • Six (6) years of experience in a related area.
  • High school diploma or equivalent.
  • Proficient in Microsoft office products
  • Speak and understand the English language
  • Internal candidates must have successfully completed their probationary period
  • Internal candidates with punitive disciplinary action within 365 days are ineligible
  • Internal candidates must have completed applicable CCSO FTEP requirements
  • The following items (or authorized equivalents) may be required at various steps in the application process:

Salary is negotiable for full-time positions prior to initial hire if requested based on verified experience up to step five (5) of the assigned pay grade. Current employee salary changes are determined based on internal methodology. Please contact Human Resources with any questions.
