KREASI Regional Manager

Role Purpose:

Kolaborasi untuk Edukasi Anak Indonesia (KREASI) or Collaboration for the Education of Indonesian Children is a program designed to accelerate the improvement of literacy numeracy and character education for pre-school and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia leveraging the investment of the Australian Governments Department of Foreign Affairs and Trade (DFAT) for its INOVASI Phase 3 program.

KREASI and its Grant Agent Save the Children Australia and Save the Children Indonesia as the in-country representative were appointed by the Ministry of Education Culture Research and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA) with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG) a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesias national education goals particularly the Merdeka Belajar initiative which emphasizes essential and flexible learning processes tailored to the interests talents and needs of each student focusing on holistic relevant and sustainable education.

This program will synergize its strategies and implementation with the successful DFATs INOVASI program. This alignment ensures that KREASI not only adheres to proven practices but also complements Indonesias national education strategies.

KREASI is implemented via a grant to local implementing partners with technical support from a provincial team. This Regional Manager is responsible for ensuring oversight and support to local implementing partners in delivering KREASI in two districts. The Manager is responsible for managing resources and ensuring programs align with the Save the Children mission and KREASI project objectives. Key responsibilities include program management team leadership stakeholder engagement monitoring and evaluation and strategic planning. The Regional Manager also represents KREASI locally and in this role advocates for education initiatives manages budgets and fosters community involvement to drive the success of KREASI projects.

This post holder will be based in with frequent travel to respective project area. S/He will ensure the program activities are implemented according to plan and at a high-level of quality; all communications are completed in a timely and accurate manner; all child safeguarding controls are enforced; and financial and administrative management adheres to Save the Children and donors policies regulations and good practices. The Regional Manager will also lead on program planning and ensure advocacy initiatives with key government stakeholders to achieve positive change using evidence from our program work as the basis to support the theory of change. S/he will represent Save the Children in All area supervision as required by National Office.

What you will do:

Ensure implementation of high-quality programs

  • Provide overall leadership and coordination of program implementation within the assigned geographic area with a strong focus on overseeing delivery by implementing partner organizations to ensure high-quality timely and compliant programming in line with donor requirements and the Save the Children Quality Framework.
  • Oversee and support implementing partners to deliver programs effectively including ensuring adherence to agreed workplans approved designs performance and quality benchmarks safeguarding standards and Monitoring Evaluation Accountability and Learning (MEAL) requirements.
  • Support the Head of Program Operation in partner assessment selection and onboarding processes using approaches aligned with Save the Children Partnership and GPE principles; oversee partner capacity-strengthening efforts as required.
  • Ensure the timeliness and quality of donor reporting for programs within the area of responsibility including consolidating inputs from implementing partners and ensuring accuracy coherence and compliance with donor requirements.

Compliance Risk Management and Reporting

  • Ensure all activities implemented directly or through partners comply with donor requirements organizational policies partnership agreements and relevant local laws and regulations.
  • Maintain oversight of accurate complete and up-to-date program records including partner reports budgets and supporting documentation.
  • Review narrative and financial reports from partners to ensure consistency with approved workplans and budgets. Identify assess and mitigate programmatic operational financial and security risks related to partner-led implementation and ensure appropriate controls are in place.
  • Develop and oversee contingency and risk-mitigation plans with partners to ensure program continuity in the event of unforeseen challenges.
  • Ensure child safeguarding is integrated into all program activities including conducting and reviewing partner risk assessments and ensuring mitigation measures are implemented so that child safeguarding is enforced across partner organizations.

Representation Stakeholder Engagement and External Communications

  • Maintain clear timely and effective communication with KREASI national office team members implementing partners and relevant Save the Children Indonesia teams.
  • Ensure effective communication flows between Save the Children implementing partners government counterparts and other external stakeholders to support coordinated and coherent implementation.
  • Lead the development of constructive relationships with government authorities at provincial and district levels.
  • Represent Save the Children and the KREASI program in local and regional forums coordination meetings and external events to advance program objectives partnerships and policy engagement.
  • Ensure implementing partners understand and actively contribute to building and protecting the KREASI brand across all project sites and external engagements.

Staff management

  • Provide leadership and management to the Provincial team including setting clear expectations providing technical guidance and ensuring staff are effectively supporting and overseeing partner implementation.
  • Manage the performance of Provincial office staff through effective use of the Performance Management System including objective setting ongoing feedback periodic reviews and fair performance evaluations.
  • Coach mentor and support staff to strengthen their capacity in partner oversight quality assurance risk management and adaptive program management.
  • Address underperformance through documented performance improvement plans and ensure accountability for professional conduct and results.
  • Ensure continuous professional development opportunities are available to build and maintain the technical and managerial capacity required for effective partner oversight.

Financial and administrative management

  • Oversee regional program budgets in collaboration with Head of Finance and the Head of Operation ensuring efficient allocation and close monitoring of expenditures including implementing partner budgets.
  • Ensure partners comply with donor financial regulations partnership agreements and Save the Children financial policies and address any variances or risks proactively.
  • Oversee the production of accurate financial reports forecasts and documentation for audits and donor submissions.
  • Work with local governments to support alignment of government funding (from provincial to school level) with program objectives and GPE budgets promoting efficient and complementary use of resources.

General

Any other task & responsibilities given by the Supervisor and to comply with Save the Children and Save the Children Indonesias policies and practice with respect to child protection code of conduct health and safety equal opportunities and other relevant policies and procedures.

What we need from you:

  • Bachelors degree in Social or other relevant study
  • Recommended a minimum of 7 years of management experience in an NGO environment including significant field implementation experience
  • Solid project management skills with a proven history of delivering results.
  • Deep knowledge of donor-funded grants management and compliance requirements
  • Substantial experience knowledge of effective financial and budgetary control and ability to analyze information evaluate options and think and plan strategically.
  • Self-starter with an interest in innovation & understanding of design thinking
  • Excellent interpersonal communication and presentation skills Fluency in written and spoken Indonesian strong English written and spoken skills.
  • Ability and willingness to be stationed in the Field office with frequent travel to the program area as required by Save the Children
  • Commitment and understanding of Save the Childrens aims values and principles including rights-based approaches.
  • Demonstrated ability to write high-quality reports and other project documents in Indonesian and English
