About Us

The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction purchasing and contracting for goods and services maintaining facilities managing state vehicles acquiring and disposing of real property and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally the department manages many of the states advocacy programs that provide assistance and services to diverse segments of the states population that have been traditionally underserved.

Description of Work

Key Responsibilities:

This position reports directly to and operates under the supervision of the Policy Development Manager. It plays a key role in supporting policy development and implementation strategic operational planning and the execution of special projects that address a wide range of business and operational needs within the Department of Administration. Core responsibilities include conducting independent research drafting preliminary policy proposals performing policy analysis and collaborating with DOA division directors and external agencies and stakeholders to assess interpret and respond to governmental policies and legislation that impact the department.

Position responsibilities also involve providing administrative and programmatic support through continuous engagement with department leadership offering technical assistance to ensure effective policy implementation and positive service delivery outcomes to all stakeholders. Additionally the position contributes to the development and monitoring of business and human capital initiatives to ensure alignment with departmental strategic goals. A critical component of this role is to singularly or as a team member lead transformative projects that advance the departments use of technology promote innovation and integrate artificial intelligence to achieve operational and strategic objectives.

Management Preferences:

Thorough knowledge of policy development and strategic planning methodologies practices and procedures.
Must be able to understand legislative processes with the ability to interpret legislation and support department leadership in developing and implementing effective program and policy guidance consistent with the departments role as the business manager for state government.
Proficient in research and evaluation techniques for data collection analysis and interpretation to inform policy and operational decisions.
Skilled in identifying monitoring and evaluating program and policy trends to advance the departments use of technology in alignment with strategic business goals and objectives.
Proven ability to establish and maintain working relationships and exercise sound judgment in planning problem-solving decision-making and collaborating with internal and external partners.

DOA serves as the business manager for state government overseeing government operations inclusive of building construction purchasing and contracting for goods and services managing state vehicles acquiring and disposing of real property as well as operating auxiliary services such as courier mail and sale of state and federal surplus property. Additionally the department provides facility maintenance services and advocacy programs. Facility services include the maintenance of state-owned and leased buildings and ground keeping. The departments advocacy programs provide support assistance and services to diverse segments of the states population that have been traditionally underserved. Within its role as a service provider to other state agencies the Department of Administration provides staff support to several boards and commissions which advocate for the special needs of North Carolinas citizens.

Minimum Education and Experience Requirements:

Bachelors degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment or an equivalent combination of training and experience.
