About the job:

Based in Oeiras you will join the Agency as we embark on a journey to transform our IT services to support NATOs Digital Endeavour. You will join the NCI Academy that offers best in class vocational training on NATO systems and services with the team Academy delivering high quality certified and up-to-date training in C4ISR Cyber Command and Control and Enterprise field across the NATO community.

Are you a subject matter expert ready to shape the future of NATOs intelligence capabilities The NCI Academy is seeking a driven and enthusiastic JISR Instructor to join our Command Control and Functional Services (C2&FS) Branch.

In this role you will be bridging the gap between tailored software solutions and the operational needs of Allied and National intelligence staff. You will work within a small team dedicated to the design delivery and lifecycle maintenance of training programs that empower the Alliance.

As a core member of the C2&FS Branch you will focus on the tactical and operational application of both bespoke NATO software and cutting-edge Commercial Off-The-Shelf (COTS) tools. You will:

  • Deliver NATO required learning solutions in your domain of expertise (with relevant theoretical and practical modules) including the planning preparation execution and closeout.

  • Deliver learning solutions Face to Face Live Online/Remote via Online/e-learning and in Mobile Training Teams.

  • Perform or support on-the-job training (OJT) as required.

  • Develop and apply suitable training delivery methods for classroom Live Online/Remote online and blended learning.

  • Prepare execute and assess learner assessments.

  • Stay abreast of learning delivery best practices for adult learners.

  • Supervise and manage other instructors (internal and external - including from Agency Business Areas (BAs) contractors industry and Academia) evaluate their training delivery and content and control quality of learning delivery.

  • Prepare update and align assigned courses and associated training material and documentation within the training domain with NATO and NCI Academy policies doctrine standards and guidelines to ensure successful training delivery.

  • Contribute to recommendations for the Continuous Improvement and/or procurement processes for Operations and Maintenance (O&M) of approved assigned courseware applications and services.

  • Support exercises with specific role-based mentoring or coaching related to NATO applications Core Network and Cyber Security baselines.

  • Maintain a high level of domain expertise and awareness participate in relevant domain training knowledge enhancement events (exercises courses seminars conferences).

  • Provide subject matter expertise on: role-based operational use of systems; and CIS deployment configuration and management.

  • Support the training dimension of capability development and onboarding of training for new capabilities.

  • Develop new or adapt existing learning solutions including contribution to course documentation such as Course Control Documents (CCDs) and lesson plans.

  • Liaise with NCIA Business Area Service Delivery Managers System Managers and contractors on training matters pertaining to your training domain.

  • Maintain an Alumni Learning Network for post-delivery refresher training and mentorship and to follow-up on student progress.

  • Contribute to the annual training schedule development and course iteration planning preparation and execution.

About you:

We are looking for an experienced Intelligence Analyst or Operator who thrives in a multi-national environment. The ideal candidate possesses:

  • Domain Expertise: A deep-seated understanding of JISR principles and the unique challenges faced by the Alliances intelligence community.

  • Technical Fluency: Comfort navigating complex software ecosystems from specialized NATO requirements to industry-standard tools.

  • Communication Mastery: The ability to translate complex technical concepts into actionable knowledge for students of varying backgrounds.

The valuable knowledge and experience that you bring to this role are:

  • A minimum requirement of a Bachelors degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience. Or exceptionally the lack of a university degree may be compensated by the demonstration of a candidates particular abilities or experience that is/are of interest to NCIA that is at least 6 years extensive and progressive expertise in duties related to the function of the post and the wider JISR discipline.

  • Operational experience in a field related to the Joint Intelligence Surveillance and Reconnaissance Enterprise preferably in a NATO Multi-national or Coalition environment

  • Recent experience (within the last 5 years) with providing training on highly technical subjects to both non-technical personnel as well as technical specialists.

  • Professional experience in learning delivery methodologies for adult learners.

  • Previous experience with online and blended learning technologies including Learning Management Systems (LMS).

  • Experience developing or contributing to the design of courses course materials and assessments

  • Fluency in English both written and spoken
