DESCRIPTION OF DUTIES:
This is a professional position where the employee performs both professional and technical work by providing coordination development and implementation of the township-wide emergency management program. An employee in this position is responsible for coordinating all aspects of the emergency preparedness response program for homeland security and natural disasters including but not limited to communications documentation training education of the public and municipal government personnel. This employee will interact with federal state and regional partners municipal elected and appointed officials police and fire personnel township employees and members of the general public. This position works under the general supervision of the Director of Police Services and the Director of Fire Services.
EXAMPLES OF WORK: (Note: These examples are intended as illustrations of the various types of work performed.)
- Ensures that the Township is compliant with Public Act 390 (Emergency Management Act) by maintaining an up-to-date Emergency Operations Plan (EOP) researching and compiling the best practices from around the country and from other emergency management
- Reviews updates and proposes amendments to the Local Emergency Management Plan and internal operating
- Conducts hazard and vulnerability analysis instrumental in the development of the Wayne County Hazard Mitigation plan in conjunction with Wayne County Homeland Security and Emergency Management.
- Provides leadership and resource management to Township Departments and personnel in the Emergency Operation Center (EOC) during incidents and planned events by providing strategic planning direction and coordination with other county state federal entities and non-governmental organizations.
- Utilizes the Michigan Critical Incident Management System to identify and request available resources accept donations and allocate resources as needed during an incident in collaboration with other impacted
- Represents Canton Township in a leadership capacity on the Local Emergency Preparedness Committee interacting with hazardous material and waste site stakeholders from across Canton and the region developing emergency plans and providing training.
- Provides situational awareness of ongoing or developing matters to key stakeholders analyzes the raw data and projects the future impacts.
- Evaluates and monitors the delivery of training and exercises to Township personnel and to the community to ensure emergency preparedness in compliance with Homeland Security Exercise and Evaluation Program (HSEEP) practices.
- Coordinates and supervises Township and stakeholder participation in training and exercises to enhance the response and preparedness to all emergency situations.
- Provides program leadership and oversight for members of the Community Emergency Response Team (CERT) including the maintenance recruiting training and deployment supervision of the team.
- Responsible for providing crisis alerting capabilities to all community members across multiple platforms including Everbridge CodeRED IPAWS media outlets and the outdoor warning
- Coordinates the Townships Continuity of Operations Planning (COOP) process by developing templates for departmental use to identify essential functions and helps to develop comprehensive alternative plans to deliver these services under a broad range of circumstances fostering a quicker recovery to an incident.
- Serves in a leadership capacity and subject matter expert as the Emergency Management liaison for multiple governmental organizations.
- Assists Finance Department with recording compiling and submitting both federal and state reimbursement for emergency operation costs.
- Works simultaneously on a wide variety of projects. Works independently with limited supervision.
- Assists with identifying long term missions goals and strategies for the local Emergency Management Program.

- Minimum of Associates Degree or higher in Fire Science Law Enforcement or another field related to this work. Bachelors degree preferred.
- Minimum of two years experience in Emergency Management and/or general Public Safety operations required.
- Certification by the Michigan State Police Professional Development series as a Professional Emergency Manager required.
- Must possess a current valid Michigan Drivers License with a driving history that does not create liability concerns; i.e. convictions of reckless driving careless driving suspended license or convictions involving drinking and impaired driving.
- Ability to demonstrate emergency response techniques.
- Ability to perform manual labor for extended periods of time; must be able to lift boxes full of manuals and brochures as part of daily tasks.
