The Executive Office (EO) of the Board of Supervisors (Board) serves as the foundation of the County government facilitating the essential functions that enable the Board to conduct its legal duties. The Opportunity
County of Los Angeles is recruiting highly motivated and career-minded individuals to fill the position ofInformation Resource Specialist Board of Supervisors. To view classification standards for the position please clickHERE.

Under the direction of a Senior Information Resources Specialist the candidate will be responsibility for independently analyzing designing implementing and coordinating the information systems and applications and work processing systemsincluding departmental strategic planning required to support the business processes of the Board Offices and the Executive Office. The candidate will devise new systems in which work processes and functions may be combined merged or developed in new ways to meet the diverse operational needs of the department.

Essential Job Functions

  • Analyzes the existing or proposed systems determines the need for change or automation and implements new systems.
  • Conducts surveys to determine the need for new automated systems the impact of proposed changes and involvement with various different systems/applications other County departments and external agencies.
  • Assists in the identification and resolution of complex problems; recommends improvements and modifications in line with the current and future needs of the department.
  • Participates in the overall functions of project management aspects of the departmental strategic plan and enterprise-level and Information Technology projects.
  • Assists with the identification of advantages and disadvantages of alternative problem solutions.
  • Assists with the coordination of developing systems design and implementation requirements with the appropriate programming and operations resources available.
  • Assists with the formulation and implementation of new and revised policies and procedures; orients systems staff in their use.
  • Meets with departmental management and Board staff to introduce explain and suggest system improvement concepts and obtain concurrence in resolving work related problems as required.
  • Leads and coordinates systems analysts in the development project management and business management of information systems initiatives while overseeing end-user readiness and training facilitating cross-functional and stakeholder collaboration managing transition and post-implementation support and establishing Key Performance Indicators (KPIs) and metrics to evaluate adoption and measure the success of implemented changes as required.

Requirements

QUALIFYING REQUIREMENTS:
Option 1: Three (3) years of experience with systems analysis and design one (1) year of which must include project management* duties and have been in a highly responsible capacity** at the level of Los Angeles Countys class of Senior Application Developer*** or Senior Networks Systems Administrator****.
Option 2: Four (4) years of experience with systems analysis and design two (2) years of which must include project management* duties and have been in a highly responsible capacity** at the level of Los Angeles Countys class of Senior Information Technology Technical Support Analyst*****.

*Project management: experience must include directing team members assigned project management duties to bring about successful completion of project specific goals. The application of knowledge skills tools and techniques to project activities to meet project requirements. A project is defined as a finite endeavor (having a specific start and completion date) undertaken to create a unique project which brings about beneficial change or added value. This finite characteristic of projects stands in sharp contrast to ongoing maintenance or operations.
**Highly responsible capacity is defined as:leading and managing projects which includes performing tasks such as defining project scope and objectives determining goals milestones and project schedules providing technical expertise and guidance monitoring project progress coordinating and communicating updates to stakeholders and evaluating project outcomes as well as formulating effective solutions to enhance business functions processes and operations.
***Senior Application Developer is defined as: under direction performs a wide range of application development related duties including analysis design evaluation development coding testing and maintenance of complex application systems.
****Senior Networks Systems Administrator is defined as:provides comprehensive support of complex network and server operating system environments. Under direction incumbents perform a wide-range of network-related duties including the design implementation and maintenance of complex networks.
*****Senior Information Technology Technical Support Analyst is defined as:Under direction provides comprehensive/complex technical support services in information technology including installation configuration testing troubleshooting and repair of hardware software networking and applications; may lead other IT support staff.


DESIRABLE QUALIFICATIONS:

  • Project Management Professional (PMP) and Certified Scrum Master (CSM) certifications.
  • Masters degree in Project Management or a related field.
  • Proficiency in applying PMI (PMBOK) and Agile/Scrum project management methodologies within a technology-driven environment.
  • Demonstrated success managing complex technology projects and delivering effective digital solutions on time and within scope.
  • Proven experience overseeing the full project lifecycle including planning development implementation and ongoing support for both in-house and vendor-managed systems.

LICENSE:
A valid California Class C Drivers License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
Physical Class II Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending stooping or squatting. Considerable ambulation may be involved.
