Job Description:
Position Purpose Summary:
Under the direction of the Program Manager the THARP (Transitional Housing Additions Recovery Programs) Supervisor will provide guidance support and supervision for The Salvation Armys THARP staff and will be responsible for program development and delivery. The three key areas of responsibility include supervision of frontline staff staff training and administration.
Accountabilities:
Program Management
Provides direction for THARP program development.
Oversees and provides guidance for the development of appropriate case management plans monitors and evaluates case plans.
Oversees and monitors the provisions of planned support or education groups provided by staff to clients.
Directs staff to information regarding addictions and other resources pertinent to program development.
Works with the team to research and develop the various addictions related support programs.
Trains orients and reviews implementation of emergency procedures related to the facility and or the clients i.e. CPR fire evacuations etc. with staff.
Participation and leadership of THARP admissions committee ensures minutes are taken and circulated to committee members and that decisions of committees are followed up.
Oversees staff recording up to date client data.
Oversees the safe operation of the THARP site. Report any deficiencies to the Operations Department.
Provides immediate stabilization crisis management support and provides emergency incidental behaviour management.
People Management
Directly supervises and supports the staff.
Completes Performance Excellence and Coaching (PEAC) reviews for direct reports
Participates in corrective action within the guidelines of the Collective Bargaining Agreement (i.e. Coaching progressive discipline as required).
Monitors staff attendance in accordance with the absence management system
Trains and develops direct reports for self-improvement
Provides formal staff training and assesses staff training needs.
Staff Supervision
Prepares and maintains shift schedules.
Coordinates and fills work schedules to cover THARP shifts.
Recruits interviews and hires staff in conjunction with the Program Director and HR.
Delegates and follows up on work of support staff.
Provides day-to-day problem solving and support to staff.
Provides support guidance and directions to train staff in all aspects of client service.
Coordinates prepares attends and facilitates staff meetings.
Ensures staff compliance with policy and procedures.
Administration
Monitors records such as incident reports logbooks client personal development plans medication logs and communication books.
Monitors for accurate up-to-date case notes progress reports and discharge summaries.
Maintains and controls all old client records up to previous fiscal year.
Prepares a variety of correspondence reports statistical reports reports for funders etc.
Collects approves and processes departmental staff time sheets.
Assists with the development updating and evaluation of agency policy and procedures and ensures staff compliance with policy and procedures.
Assuming on call duties as required assists staff as needed responds to emergency situations and shift cancellations.
Ensures compliance with Salvation Army policy and procedures.
Performs other tasks as assigned by the Program Director.
Community Involvement
Meets or communicates regularly with relevant agencies for case conferences and solving problems relating to specific clients.
Utilizes communication skills to ensure positive inter-agency relationships.
Works with Caseworker for contracting agencies regarding client issues and referrals
General Administrative
Performs administrative tasks such as taking stock of food and equipment supplies coordinating food deliveries and other tasks as required for daily operations
Ensures that all food is stored according to Food Safety Standards and with territorial and/or local health code requirements
WORKING CONDITIONS:
This is a regular full time position at 40 hours per week. Weekly schedule is Monday - Friday 8:30 am - 5:00 pm with a 30 minute unpaid meal break.
Combination of office and front-line working environment based on the needs of the department
Often working with high-risk and high-needs population
Meetings with outside agencies and other community resources at times accompanying/attending on behalf of the Program Director
Typical travel requirements for this position are (5 to 10% travel within the community)
As necessary lifting/moving of totes (up to 20 lbs) of clients belongings
Education and Experience Qualifications:
Education Qualifications and Certifications:
Completion of a formal post-secondary/college program of at least two academic years in Social Sciences or Addictions Certification (diploma or certificate)
Alternative combination of education and experience might be considered
I.C.A.D.C. will be considered an asset
Suicide Intervention Certification (e.g. ASIST)
First Aid Certification or willingness to complete upon hiring
Non-violent Crisis Intervention or Verbal Judo
Computer Literacy
Class 5 drivers license is an asset
Valid background checks including vulnerable sector check
Experience and Skilled Knowledge Requirements
A minimum three (3) years of related experience with a minimum three (3) years in supervisory role in a similar setting
Experience working with a diverse population with sensitivity to differences in culture religion sexual orientation race age and physical and mental illness
Experience interviewing and effectively communicating and interacting with individuals experiencing effects of substance use
Proficiency in the use of Microsoft Office Suite and ability to learn Salvation Army reporting programs
Skills and Capabilities:

Compensation:
The target hiring range for this position is $55331.51 to $69164.38 with a maximum of $82997.26.Placement in the salary range will be based on factors such as market conditions internal equity and candidate experience skills and qualifications relevant to the role.
