Purpose
The Belgian J&J Campus is a key cluster of critical sites within J&J. The Country Security Manager (CSM) provides strategic and tactical security services to ensure adequate protection of employees and critical assets at J&J sites in Belgium in full alignment with the J&J Global Security strategy and policy.
Reporting
The CSM reports to the Subregional Security Lead Europe West.
Main Responsibilities
The CSM is responsible for and has proven experience with following strategic responsibilities:
Develop and implement cross-site security programs for the J&J sites in Belgium. Continuously evaluate security risks that could impact J&J and adjust the security strategy for Belgium if necessary. Interpret and share security-related information with stakeholders on a need-to-know basis. Site security:
- Perform security risk assessments
- Execute guarding operations assessments
- Evaluate and determine the site risk level
- Liaise with local law enforcement
- Track performance through monthly review of J&J Global Security KPIs.
- Represent Global Security at the applicable global guarding contract governance level.
- Applying the J&J Credo philosophy to all security-related activities. Conduct internal investigations (e.g. theft workplace violence employee misconduct) Representing J&J as an Employer on security-related topics in Works Councils and Syndical committees. Represent J&J in relevant professional organizations (e.g. VBA). Represent J&J GS for security related topics during governmental inspections and J&J audits Supporting the business in obtaining maintaining and renewing critical certifications (AEO KC ISO BARDA FAGG FANC)

- Identify assess and present cost optimization opportunities and capital projects to Global Security Leadership and business stakeholders
- To develop and implement an annual country security strategy in alignment with the Global Security Priorities and the overall EMEA strategy.
- Develop and present a multi-year Strategic Security Masterplan for the Belgian Campus.
Tactical Responsibilities
- Develop and implement tactical security master plans per site.
- Organize annual security briefings and ad hoc briefings as needed for J&J business leads.
- Follow up and implement Belgian legislation regarding security and surveillance.
- Serve on the Business Continuity Plan (BCP) team and on-call for the Crisis Management Team (CMT) during emergency situations attend training sessions and provide input into security-related contingency planning.
- Active interaction with the Regional Security Operations Center (RSOC) Supervisor to ensure effective alarm response for the J&J sites in Belgium.
- Active interaction with and management of external supplier guarding.
- SME support for security projects: Creation review and approval of URS (user requirement specifications) and security design plans for new sites and buildings renovation projects etc. Ensure compliance with the J&J Global security minimum standards and technology.
- Act as a J&J Key User for in-country security systems and applications. Actively monitor their functional operations and implement improvement projects as needed.
- Help to implement maintain and supervise background screening programs for employees and contractors in accordance with company policies and local laws.
- Develop and maintain a Security Culture within the employee and contractor community. Support internal and external investigations into crime related incidents impacting J&J its employees and its assets.
- To coordinate regular internal Voice of the Customer (VOC) surveys to obtain feedback from key business stakeholders on the quality and satisfaction of the overall security services as well as evaluating their expectations. Take up legal and formal mandates: AEO (approved economic operator) Security Officer. Nuclear Security Officer.
- Organize and coordinate security for large events (e.g. large business meetings VIP visits etc.)
- Executive and travel protection assignment coordination.
- Occasional support of the Senior Regional Security Director EMEA and the subregional lead of Europe West on security projects advice and audits in the region.
