Job Summary and JustificationThe Georgia Department of Community Health (DCH) is procuring new Care Management Organizations (CMOs) to deliver health plan benefits for the Georgia Families program. This procurement and implementation effort represents one of the largest and most significant initiatives undertaken by DCH impacting millions of Georgians with the goal of improving health outcomes wellness system performance and efficiency.
In parallel DCH is transforming its legacy Medicaid Enterprise Systems (MES) into modern modular loosely coupled and seamlessly integrated systems that support automated data and process exchange.
DCH is seeking a qualified Project Manager to serve full-time on a contract basis to support the CMO Procurement and Implementation Project. The ideal candidate will work under the direction of a Senior Project Manager while owning defined responsibilities and areas of specialization. Strong organizational communication and leadership skills are essential. Experience managing complex multi-stakeholder projects-particularly those with a technical or IT focus-is highly desirable. Familiarity with process automation and administrative simplification initiatives is a plus.
Duties and ResponsibilitiesSupport the Senior Project Manager by executing assigned project management tasks and following leadership directives
Manage multiple project tasks on a day-to-day basis ensuring alignment with strategic program objectives
Track and report project success criteria outcomes metrics testing and deployment activities
Prepare detailed project plans schedules estimates and roadmaps for all project phases
Provide regular status reporting on milestones deliverables dependencies risks and issues to leadership and stakeholders
Collaborate across technology operations and business teams to manage interdependencies with enterprise initiatives including:
Medicaid Enterprise Systems Transformation (MEST)
Enterprise Data Management
Data Governance
Administrative Simplification
Business Process Automation
Work with business owners to identify gaps risks and areas of concern and document findings and solutions
Manage project scope and change control processes
Support vendor selection and proposal evaluation activities
Act as an internal quality control resource to ensure project standards are met
Assist in developing and delivering progress reports proposals requirements documentation presentations and statements of work
Ensure projects proceed according to approved scope schedule budget and quality standards
Monitor and manage project risks and issues escalating as appropriate
Perform other related duties as assigned
Experience with SDLC methodologies including Agile Iterative and Waterfall
Strong leadership diplomatic and motivational skills with the ability to lead across multiple business areas
Proven analytical and problem-solving skills in a collaborative team-oriented environment
Excellent written verbal and presentation communication skills
Self-motivated and adaptable with the ability to manage competing priorities
Demonstrated success delivering projects on time within scope and within budget

Technical proficiency with tools including Microsoft Office 365 (Outlook Word Excel PowerPoint Visio) Microsoft Project and project management/SDLC software tools

Bachelors degree in Management Health Administration Business Information Systems Information Technology Computer Science or a related field (preferred)
Minimum of 3 years of experience managing complex project procurements and implementations
Project Management Professional (PMP) certification required
