Job Summary

Role Purpose:
The PMO Lead is responsible for establishing and leading the Project Management Office for
large-scale Telecom Infrastructure projects involving OFC network rollout tower erection
and telecom equipment installation. The role ensures project governance schedule
adherence resource alignment and data-driven reporting to achieve project delivery
targets in cost quality and time.
Key Responsibilities:
1. PMO Governance & Framework
Develop and implement project management methodologies templates and reporting
systems in alignment with corporate and client (e.g. Indian Railways / BSNL /
RDSO) standards.
Establish project baselines scope schedule cost and quality metrics.
Monitor adherence to approved project plans and ensure corrective actions for
deviations.
Drive risk management change control and issue resolution mechanisms.
2. Planning & Scheduling
Consolidate and monitor master schedules for OFC tower and telecom activities
(e.g. trenching ducting fiber blowing tower foundation installation and
integration).
Integrate regional execution plans into a unified national dashboard.
Work with planning and field teams to track daily/weekly progress and forecast
delays.
Review project milestones against contractual deliverables and customer SLAs.
3. Project Monitoring & Reporting
Develop centralized monitoring dashboards (Power BI / Primavera / MS Project /
Excel).
Publish periodic progress reports (Daily/Weekly/Monthly) highlighting physical and
financial progress KPIs and bottlenecks.
Manage performance reviews with site teams contractors and management.
Maintain visibility on key performance indicators like tower readiness OFC laid vs
planned and material delivery status.
4. Coordination & Communication
Act as a single point of coordination between engineering procurement (SCM)
construction quality and finance teams.
Conduct project review meetings with internal and client stakeholders.
Facilitate information flow from site teams to corporate management and client
PMUs.
5. Resource & Cost Control
Monitor manpower equipment and subcontractor resource utilization.
Track project cost vs budget identify variances and recommend corrective measures.
Coordinate with finance for billing cash flow and cost forecasting.
6. Risk & Compliance Management
Maintain project risk register mitigation plans and issue logs.
Ensure compliance with statutory client and internal safety and quality norms.
Support audits and client inspections (RDSO RailTel BSNL DoT etc.).
7. Digital PMO & Analytics
Implement digital tools for field progress tracking (GIS-based mobile apps PMIS
etc.).
Automate dashboards and reporting for management visibility and use of MS project.
Support data-driven decision-making and predictive project analytics.
Qualifications & Experience:
Education:
B.E./ in Telecom / Electrical / Electronics / Civil / IT Engineering
(MBA or PMP/PRINCE2 certification preferred)
Experience:
10 15 years of experience in Telecom Infrastructure / OFC / Tower / Railway
Telecom projects with at least 5 years in a PMO / Program Management / Planning
leadership role.
Technical Skills:
o Project Management Tools: MS Project Primavera Power BI or equivalent
o Strong command of project scheduling dashboards and reporting tools
o Knowledge of telecom infrastructure rollout processes (OFC towers shelters
power systems)
o Familiarity with RDSO / BSNL / RailTel project standards
