Job Summary
Job Title: Institution Business Executive (Individual Contributor)

Role Summary: The Institution Business Executive is an individual contributor
responsible for managing end-to-end government PSUs tender activities with a focus on
state defence PSUs & railway tenders. The role requires expertise going through the
NITs/tenders understating the needs of the documents and clauses of the tender and
prepare the required documents cross function collaboration with internal and external
stake holders in securing the required documents in preparing and submitting re sponses to NITs/tenders managing GEM and Railway portals and working with various government tender workflows to win and support institutional business. Maintaining the
repository of all important documents.
Key Responsibilities
Tender Identification & Assessment
Monitor Central and State government tenders defence procurements
GEM (Government eMarket) listings and Railway tenders relevant to the
organization.
Analyze Notices Inviting Tender (NITs) and RFPs/RFQs to assess commer cial technical and compliance suitability.
Bid Preparation & Submission
Prepare accurate compliant bid documents including technical proposals
commercial bids and supporting annexures/certifications.
Ensure timely submission on government procurement portals (e.g. GEM
Railway E-procurement state portals).
Coordinate with internal stakeholders ( Regulatory) and external stake holders to gather required documents and inputs.
Upload product/service catalogues respond to enquiries add amend ments and track modifications or corrigenda on portals.
Interpret NIT clauses and ensure full compliance with eligibility criteria el igibility of past experience registration MSME status security deposit/BG
requirements GST & statutory conditions.
Draft clarifications and pre-bid queries.
Prepare BGs/EMDs guidance documents and coordinate issuance with
banking/finance teams.
Liaise with government officials vendors and internal teams to resolve
tender queries and post-award onboarding.
Provide support for contract finalization order acknowledgement and facil itate timely delivery as per government norms.
Maintain organized records of tenders bids contracts and communica tions.
Support internal audits and respond to compliance queries related to gov ernment procurement.
Provide periodic status updates to the Procurement/Tenders Manager and
suggest process improvements.
Required Skills & Experience
Minimum 3 years hands-on experience in government tenders encompassing
state defence GEM and Railway procurement processes.
Proven experience handling NITs end-to-end bid submission on government pro curement portals and post-award government contract coordination.
Strong knowledge of GEM portal operations Railway e-procurement processes
and state tender portals.
Comfortable interpreting technical specifications and preparing compliant tech nical & commercial proposals.
Proficient with MS Office (Word Excel PowerPoint) and familiarity with document
management systems.
Strong attention to detail organizational skills and ability to manage multiple
simultaneous tenders under tight deadlines.
Good written and verbal communication skills for drafting clarifications proposals
and interacting with government stakeholders.
Ability to work independently as an individual contributor and collaborate cross functionally.
