Project Summary

The Project Manager Digital Support provides on-site leadership for day-to-day digital communications and visual support services in support of the National Science Foundations (NSF) Office of Legislative and Public Affairs (OLPA). This role oversees digital production workflows coordinates staff workloads tracks incoming requests and serves as the primary point of contact between the contractor team the Contracting Officers Representative (COR) and OLPA leadership.

The position supports a high-visibility federal communications environment focused on translating complex scientific and policy information into accessible accurate and visually compelling content across digital print and multimedia platforms.

Role Summary

The Project Manager is responsible for managing daily digital support operations ensuring timely and high-quality delivery of graphics presentations illustrations animations and web-related visual products. This role combines operational leadership stakeholder coordination and technical oversight ensuring all digital products align with NSF branding accessibility standards and communications objectives.

Primary Responsibilities Digital Operations and Team Leadership
  • Manage daily digital support operations including intake prioritization tracking and assignment of requests.
  • Coordinate workloads for graphic designers web developers illustrators and multimedia staff.
  • Lead small teams delivering web development and digital production services.
  • Ensure continuity of service and effective coverage for OLPA digital support needs.
Stakeholder and COR Coordination
  • Serve as the primary interface with the NSF Contracting Officers Representative (COR) and OLPA leadership.
  • Gather and clarify requirements from stakeholders and translate needs into actionable tasks.
  • Provide regular status updates workload reporting and documentation to government stakeholders.
Digital Design and Visual Content Oversight
  • Oversee creation of graphic design and layouts for print and digital media.
  • Support development and editing of Microsoft PowerPoint presentations.
  • Coordinate design of press kits press materials and other digital and print documents.
  • Oversee creation of infographics illustrations and visual assets for press releases media events conferences and exhibits.
  • Manage design support for trade shows event booths conferences and outreach events.
  • Oversee creation of graphics animations and visual assets for video production web content and social media.
  • Ensure the use of Adobe Creative Cloud and related professional design tools for content development.
Visual Standards Branding and Accessibility
  • Ensure all digital and visual products comply with NSF branding guidelines.
  • Establish and maintain the Agencys visual identity across platforms and products.
  • Ensure all content meets Section 508 and accessibility requirements.
  • Provide technical and artistic guidance to staff on effective visual communication and accessibility.
Technical and Content Coordination
  • Support research and fact-checking to ensure accuracy of scientific and technical visuals.
  • Coordinate with researchers and subject-matter experts to understand and interpret complex content.
  • Support the use of HTML CSS and JavaScript for web-related visual implementations.
Special Projects
  • Participate in special initiatives and surge efforts including interactive animated or advanced visual projects.
  • Perform other visually related duties as assigned in support of OLPA priorities.
Minimum Qualifications
  • Bachelors degree or equivalent experience in Information Technology Communications or a related field.
  • Five (5) or more years of experience managing digital web or visual support teams.
  • Demonstrated experience coordinating with federal CORs and supporting federal reporting requirements.
  • Strong organizational documentation and workload management skills.
  • Experience managing Drupal-based web support teams and services.
  • Familiarity with federal accessibility publishing and branding standards.
  • Experience supporting science research or technical organizations.
  • Working knowledge of HTML CSS and JavaScript.
  • Experience leading small teams delivering web development services.
Preferred Qualifications
  • Experience supporting federal public affairs or communications offices.
  • Familiarity with ServiceNow or similar ticketing and request management systems.
  • Experience supporting multimedia animation or interactive digital projects.
Work Environment and Requirements
  • Primarily on-site at NSF Headquarters in Alexandria VA.
  • Standard work hours are Monday through Friday 8:30 a.m. 5:00 p.m.
  • Telework may be available with prior COR approval.
  • Ability to obtain and maintain a Public Trust clearance.J
