Job Summary
Sheladia Associates is seeking a professional International Road Asset Management Specialist to join our team to support an upcoming project in Georgia. This assignment aims to develop a Road Maintenance Strategy and Road Maintenance Guideline to improve the efficiency and capacity of the road sector in Georgia. The overall scope and deliverables of the project will include the following tasks:
- Mobilization and Inception
- Review of Current Road Maintenance Practices
- Preparation of a Road Maintenance Strategy
- Preparation of a Road Maintenance Guideline
- Capacity development for Roads Department Staff
The Road Asset Management Specialist will be responsible for determining the road development and maintenance needs and for preparing road network plans for the Maintenance Strategy.
Qualifications :
- Must have a masters degree or higher in civil engineering transport economics or another relevant field.
- Must possess minimum of 10 years of experience in road maintenance preferably in both developed and developing countries.
- Must have prior relevant experience with road asset management and road network maintenance planning.
- Must be proficient in the use of HDM-4 and be able to use this software to prepare annual and multiannual work plans as well as carry out a strategy analysis at road network level.
- Experience with EU road maintenance practices and approaches will be preferred.
- Regional experience in South Caucasus and Central Asia countries will be an advantage.
- Must be fluent in English and shall be skilled in report writing.
