Job Summary

Responsibilities

As thePlans and Strategy Lead (PSL)supporting a national security program space warfighting mission you willbe responsible forexecutingJoint Planning Processes (JPP) andCombatant Command (COCOM)processes totransition desired strategies into dailyNOCoperations.You will evolveICparticipation and contributionsforinteragency exercisesbyassessingthequality and effectiveness of trainingand implementinginformedchangeswithin procedures orders plans and other deliverable products.As the seniorplanning team member you willoverseethe capture ofreal world andtraininglessons-learnedtofacilitateleadership anddecision-makerreview and approval. A successful candidate willdemonstrateexpert mission and space operations experience to develop criteria for considerationofeffects-based operations against threats toICsystems.Additionally the PSL will ensure teamlogisticalsupportforcontingency operationsplanning meetingsandworkshopsforICand external partnersleadership.

Responsibilities:

  • Lead teamshapingofstrategicorders reports and otherplansdocumentswithsenior experienceimplementingAdaptive Planning andExecution (APEX) and Joint Operational Planning and Execution Systems (JOPES)planningmethodologies
  • Development TTPs COAsandcriteria fortheoptimizationof effect-based operations
  • Adaptplans and proceduresin consideration ofongoing integration of Indication and Warning(I&W)systems and toolcapabilities andadviseintegration efforts
  • Determineeffectiveness of currentprocedures and system capabilities;compile lessons learned frombothreal-worldeventsand exercisesfor improvedprocedural changes
  • Maintain Awareness of current high-interest terrestrial and space-based activity effecting space domainthreat pattern of behavioras well asassetcollectionand mission priorities
  • Planmonitorand prioritizeoptimaleffects-based operations against threat toICassets
  • Providelogisticalsupport for contingency operations planning meetings and workshops
  • Identifyand inform decision-makers ofany system proceduralor intelligence gapsandassumptions that may pose a risk to mission success
  • Work full-time on-site at a government facility inSpringfieldVA

Qualifications

REQUIRED:

  • 12 yearscombined experience working inspace defense operationsandoperationsplanningwith Bachelorsin related field; 16 years of relevant experience in lieu of degree; 11 years relevant experience with MS in related field
  • 7 years combinedIC/DoD exercise and planning process experience(i.e.JPP APEX JOPES)
  • 2 yearsofcombined related operations floor and project management experience working with Intelligence Community andCOCOMs
  • Active TS/SCI withadjudicatedCI Poly

PREFERRED:

  • 14 yearsofcombined priorspace operationsandDoDplanningexperience
  • Prior integrated Joint Special TechnicalOperations(STO) and Military Decision-Making Process (MDMP) experience
  • Prior military service in relatedfields:5S USSF;USAF13s (Officer) 1C6(Enlisted);Army FA40 or FA59; Marine8866 or 0540 specialty(Weapons Schoolgraduateorinstructordesired)
  • Prior experiencein Project Manager role exercise plannerand/ormanaging TTPs
  • Advancedunderstanding of orbital mechanics flight safetytoolsandI&W systems
  • Advanced knowledge of foreign/domestic space & ground threat capabilities and space surveillance networks with prior experience in tasking space surveillance resources

Target Salary Range

$146000 - $234000. This represents the typical salary range for this position. Salary is determined by various factors including but not limited to the scope and responsibilities of the position the individuals experience education knowledge skills and competencies as well as geographic location and business and contract considerations. Depending on the position employees may be eligible for overtime shift differential and a discretionary bonus in addition to base pay.
