The County Executive oversees the following departments: Data Research and Planning Department the Reentry Resources/Workforce Development Department Victim Resources and Services Department and the Travis County Counseling and Education Services Department and operates as Direct Supervisor for these Department Heads. Serves under general policy direction from the Commissioners Court. Works collaboratively with other Travis County Executives to achieve the goals and objectives of the Commissioners Court.

Oversees the planning implementation and performance evaluation of programs established and managed by Travis County or that are funded by Travis County that impact the criminal legal system as it intersects with the mental and behavioral health needs of Travis County residents including programs and services that divert or deflect residents from ever being involved in the criminal legal system by providing mental and behavioral health services in the community. Manages multiple departments through senior administrators to ensure completion of their mission and objectives in compliance with multi-million-dollar operating and capital budgets. Advises the Commissioners Court on matters pertaining to the criminal legal system and its intersection with mental and behavioral health programs as well as data needs research and analysis of current and future programs. Works with other independently elected or appointed officials in the County City State and community on matters pertaining to the criminal legal system and mental and behavioral health services available in the community. Serves as primary liaison between Commissioners Court and internal and external organizations entities and jurisdictions in the criminal legal system and mental and behavioral health arena. Negotiates develops and monitors multi-million-dollar contracts grants and agreements for presentation to and approval of the Commissioners Court.

Distinguishing Characteristics:
This is a job classification within the County Executive job family; appointed by the Commissioners Court the incumbent is the chief executive overseeing Innovative Justice & Program Analysis department providing research planning analysis and evaluation services for the Commissioners Court providing resources and services to community members involved in or impacted by the criminal legal system. The incumbent is the chief liaison between the Commissioners Court and these functional areas. The County Executive for Innovative Justice & Program Analysis serves as a member of the countys executive management team and may serve as the Courts designee in matters related to the criminal legal system and public health and safety.

Areas of Management
  • Research planning and data-based evaluation and program development for Travis County Commissioners Court-led initiatives.
  • Collection and analysis of a variety of data to inform county policies and practices and to assist with strategic planning policy decisions and program development.
  • Data-based evaluation and performance measurement of programs established and managed by Travis County or funded by Travis County and dissemination of data visualizations and dashboards to inform the Commissioners Court and the community on the outcomes and efficacy of each program.
  • Planning and evaluation of reentry services and workforce development programs for persons previously incarcerated.
  • Planning management and evaluation of programs that address the needs of crime victims including safety planning counseling and support and safe family visitation options.
  • Assessments programs and case management for pretrial defendants through the Counseling and Education Services Department.
  • Community engagement and outreach to ensure public awareness of engagement in and efficacy of the services and programs available to residents
  • Any other areas assigned by the Commissioners Court.


This position is classified as a Pay Grade C27 - $170040.00 - $280571.20 (Min Max)

The negotiating salary range for this role is: $200000.00 - $224366.00 based on qualifications.

Duties and Responsibilities

As the Chief Executive in the Innovative Justice & Program Analysis functional areas the County Executive is responsible for:

  • Policydevelopment review implementation and management.
  • Collaboratingonaregularbasiswithlocalpolicymakerstoensureconsistencyofplansandprojections with local standards legislative mandates and community expectations.
  • Programandprojectdevelopmentimplementationmanagement and evaluation demonstrating continuous effort to improve operations including plans for future services and budgetary requirements.
  • Budget development monitoring and management for multiple divisions within the Department.
  • Contractnegotiationsdevelopment and monitoring.
  • Management oversight for multiple divisions through supervision of divisiondirectors and managers.
  • Hiringauthorityfiringauthorityperformancemanagementpolicyadherenceandgrievancematters.
  • Overseeing development of performance measures for functional areas to ensure alignment with short and long-range goals and objectives.
  • Interaction with community members other governmental agencies and community organizations.
  • Collaborative interaction with Travis County elected and appointed officials department heads and officials from other governmental agencies.
  • Presenting technical information clearly and logically in a manner that is easily understood to Commissioners Court and various and diverse audiences.
  • Directing research and development in prioritized areas such as program development projected personnel requirements funding projections and future legislation.
  • Compliance with Federal State and Local codes county policies and directives from the Commissioners Court.
  • Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:
Bachelors degree in a field directly related to one or more of the functional areas assigned;
AND
Eight (8) years of professional management and leadership experience with data sciences at the executive level of state and local government or public sector management/administration including significant experience in the areas of criminal justice research and evaluation and previous employment experience in position(s) of a similar scope and responsibilities.

Five (5) years combined senior professional management and leadership experience in criminal justice at the executive level of state or local government or public sector management/administration including supervision of managerial and professional level work activities with responsibility for developing implementing and managing goals and objectives with significant organizational impact; developing work plans and/or strategic plans and developing operating and capital budgets.

Licenses Registrations Certifications or Special Requirements:
Valid Drivers License.
NOTE: If out-of-state license must acquire Texas Drivers License within 30 days of hire date.

Preferred Requirements:
Masters degree in a related field and significant experience related to the job summary.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 10 pounds occasionally visual acuity speech and hearing hand and eye coordination and manual dexterity necessary to operate a computer and office equipment.

Travis County employees play an important role in business continuity. As such employees can be assigned to business continuity efforts outside of normal job functions.
