Business Development & Tendering:
Lead the development and execution of Group-wide Business and Strategic plans for Sales and Marketing in both the Oil & Gas and Non-Oil & Gas sectors.
Coordinate and review all responses to Requests for Quotations (RFQs) and Invitations to Tender (ITTs) - including technical and commercial tenders.
Manage various client Bidding/Procurement Portals (e.g. NJQS ARIBA NOGIC-JQS).
Develop and implement market penetration and business generation strategies for the Group.
Oversee new contract bid processing and management ensuring successful acquisition of major contracts (EPC Civil Construction Dredging Marine Operations & Maintenance).
Coordinate business development efforts across all group entities (e.g. Engineering Procurement Construction Civil construction Assets and Equipment leasing Operations and Maintenance services).
Represent the Group in B2B meetings events and manage relationships with key clients regulators and partners (NNPC NAPIMS NCDMB SPDC ExxonMobil CNL etc.).
Support Project Managers in maintaining client relationships during project execution to generate additional work orders.
Manage brand development and visibility within the industry through coordination of events and conferences.
Regulatory Compliance & Stakeholder Management:
Interface and manage relationships with key stakeholders and regulators (NNPC NUPRC NIPEX NAPIMS NCDMB BPP ITF PENCOM NSITF NCAA FAAN NIMASA NIWA NIGERIAN NAVY).
Manage group compliances and obtain regulatory operational permits (e.g. DPR NIPEX NCEC NIWA NIMASA MARINE VESSELS CATEGORIZATION AOC NOSDRA EQ).
Manage Expatriate Quota approvals with the Federal Ministry of Interior and NCDMB.
Establish develop and implement the regulatory compliance and management framework validating adherence to petroleum/maritime industrial guidelines and company standards.
Serve as the primary point of contact for flag and coastal authorities on Nigerian Content Statutory Inspections and operating permits.
Nigerian Content Development (NCD):
Serve as the Nigerian Content Development (NCD) Advisor driving NCD planning policy implementation and strategy for the Group.
Establish develop and implement a company-wide integrated Local Content plan and procedures for all projects.
Ensure compliance with the provisions of the Nigerian Oil & Gas Industry Content Act (NOGICD Act 2010).
Continuously identify potential areas of opportunity for NC development at project and corporate levels.
Develop and drive strategy for achievement of key performance indicators in the Guidelines for Nigerian Content Development.
Review and realign Project Procurement plans to conform with the NOGICD Act.
Prepare and submit all required Weekly/Monthly/Quarterly Local Content Reports on projects.
Network with IOCs and NOCs to evaluate company comparative performance in Nigerian Content initiatives.
Coordinate and supervise the performance of Nigerian content in accordance with approved procedures and monitor actual implementation proposing corrective actions.
Asset Management & Control (as required):
Oversee the management and control of company assets and equipment.
Participate in the acquisition and deployment of major assets (e.g. Drilling Rigs).
Qualifications :
Education: (Hons) in a related field.
Experience: Minimum of 10 years of progressive experience in Business Development Tendering Regulatory Compliance and Nigerian Content Development preferably within the Nigerian Oil & Gas EPICC Dredging or Civil Construction industry.
Expertise:
In-depth knowledge of the Nigerian Content Development landscape and the NOGICD Act 2010.
Extensive experience in Bids/Tendering Management (Technical/Commercial).
Proficiency in managing client Bidding/Procurement Portals (NJQS ARIBA NOGIC JQS NIPEX).
Strong background in Regulatory and Compliance Management for the Oil & Gas/Maritime sectors (DPR/NUPRC NCDMB NAPIMS NIMASA NIWA EQ).
Proven track record of successfully initiating and winning major contracts (>$80M).
Strong one on one network in the Oil and Gas Industry in Nigeria
