Job Summary

Description

The purpose of this position is to serve as a Production Controller responsible for planning coordinating monitoring and resolving production operations associated with corrosion repair fabrication surface preparation and coating of Marine Corps weapon systems and equipment. The candidate ensures the Corrosion Repair Facility (CRF) workload is executed efficiently on schedule within budget and in compliance with applicable technical contractual safety and quality requirements in direct support of Marine Corps Base Hawaii (MCBH) and supported Department of War (DoW) agencies.

Duties and responsibilities include but are not limited to:

1. Program Management

Plans schedules and monitors production and maintenance workloads related to corrosion repair fabrication surface preparation and coating processes for ground combat and ground combat support equipment. Evaluates workload priorities shop capacity manpower availability and material requirements to ensure efficient execution of CRF operations.

Reviews and analyzes technical documentation Statements of Work Requests for Proposals Memorandums of Agreement and contractual requirements to assess CRF capability resource availability and production feasibility. Provides expert recommendations to CRF leadership regarding production risk schedule impacts manpower requirements and cost considerations.

Serves as a subject matter expert for assigned commodities during program and project execution. Advises the CRF Manager on interpretation of specifications drawings standards and contractual requirements. Identifies opportunities for process improvement and applies sound judgment to enhance efficiency while maintaining configuration control quality standards and mission objectives.

2. Program Analysis

Analyzes workload assigned to the CRF and develops data supporting manpower equipment and facility capability requirements. Utilizes the Corrosion Prevention and Control (CPAC) Database CRF Module to input track monitor and analyze production schedules workload status and financial execution data.

Prepares and maintains data for weekly production meetings status reports operational reports and command briefings. Tracks equipment inducted into the CRF from supported military units and external organizations ensuring accurate accountability and timely coordination for return of equipment upon completion of repair actions.

Identifies production bottlenecks schedule conflicts and resource constraints. Develops recommendations and alternative courses of action to mitigate delays and maintain mission readiness.

Maintains materials and equipment records within the CPAC database; generates production and inventory reports; and collaborates with QA and production leads to plan monitor and optimize production activities

3. Program Support

Provides planning and production support for corrosion repair of Marine Corps ground combat and ground combat support equipment including automotive systems ordnance equipment engineering equipment utility equipment and similar equipment for other DoW agencies.

Assists in the development of Statements of Work production schedules and execution plans. Expedites production lines to meet operational priorities and emergent mission requirements. Participates in short- and long-term planning efforts that support CRF mission goals and objectives.

Develops charts spreadsheets metrics and presentation materials to support management decision-making and leadership briefings. Monitors expenditure of funds against budget projections and identifies deviations trends or potential funding shortfalls. Provides recommendations to leadership for corrective actions.

Supports continuous process improvement initiatives by analyzing production performance identifying inefficiencies and recommending changes to workflows scheduling practices or resource utilization.

Establishes and maintains effective professional working relationships with internal staff supported military units external agencies contractors and private industry partners to facilitate execution of assigned workload.

Independently resolves sensitive or controversial issues within delegated authority elevating issues to management when required due to complexity scope or potential impact.

Performs other duties as assigned in support of CRF and MCBH mission requirements.

SUPERVISORY CONTROLS

Works under the general supervision of the CRF Manager. Assignments are broad in scope and carried out independently. The candidate exercises judgment in planning and executing work. Work is reviewed primarily for achievement of objectives effectiveness of coordination adherence to priorities and compliance with established deadlines and requirements.

GUIDELINES

Guidelines include policies regulations technical manuals engineering standards and established procedures. Guidelines may not be fully applicable to all situations. The candidate interprets and adapts guidance to meet unique or changing requirements and recommends process improvements when existing guidance is insufficient or outdated.

COMPLEXITY

Work involves complex production planning and control for long-term depot-level repair refurbishment and overhaul programs. Assignments require the resolution of incomplete or conflicting data non-standard or aging equipment competing priorities and evolving mission requirements through research coordination and consultation with technical authorities.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is primarily performed in an office environment with periodic visits to industrial production areas and shop floors. The candidate may be required to wear appropriate personal protective equipment. The work environment may involve exposure to noise dust grease fumes and non-climate-controlled conditions requiring adherence to established safety procedures and precautions.



Requirements

Comprehensive knowledge of production control methods material management maintenance concepts funding policies quality assurance programs and routing procedures applicable to ground combat and ground combat support equipment. Knowledge of planning estimating scheduling shop loading parts procurement processes LOGCOM systems Navy Working Capital Fund principles and CPAC database operations.

Skill in analyzing complex production problems interpreting technical and contractual requirements and communicating effectivelyboth orally and in writingwith personnel at all organizational levels including leadership engineers technicians and external stakeholders.

Bachelors degree in a relevant field. Employer will accept military experience certifications or a combination of education/experience in lieu of bachelors degree. Relevant experience in production control maintenance or operations management is a must.

Experience using Microsoft Office tools with particular emphasis on Microsoft Access for data management and reporting
