Purpose

The Safety Specialist assists in the management of one ormore of the divisional safety programs of the Department of Public Works (DPW)by performing case management identifying safety hazards and training needsconducting training classes and documenting safety statistics.

Essential Functions

Management of Work-Related Injuries and Illnesses

  • Use advanced case management techniques to analyze and coordinate a high-volume caseload related to work injuries requests for accommodation under the Americans with Disabilities Act Amendments Act (ADAAA) and Transitional Duty.
  • Coordinate and administer drug and alcohol tests including follow-ups reasonable suspicion random post-accident and return to duty.
  • Research and prepare statistical reports regarding injuries and other medical conditions.
  • Maintain up to date and detailed case notes and data; track and enter various information/data into software systems.
  • Interpret and analyze various communications while tracking deadlines.
  • Interact with employees departmental staff health care providers assistant city attorneys Department of Employee Relations (DER) staff and other parties regarding case management issues.
  • Perform administrative functions such as writing reports completing verifications creating training materials and PowerPoint presentations.
  • Author send and receive letters and other correspondence related to work-related injuries and illnesses requests for accommodation and/or drug and alcohol follow-ups.
  • Track and enter various information/data into software systems such as CityTime PeopleSoft Occupational Safety and Health Administration (OSHA) JJ Keller logs and Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse.

Safety Training

  • Assist with the planning coordination and execution of safety training for managers supervisors and employees.
  • Create training materials including PowerPoint Presentations.
  • Develop and implement safety plans and programs.
  • Prepare and disseminate statistical reports.
  • Staff the Peer Support Team who are certified Mental Health First Aiders. Serve on an asneeded basis at all hours to provide DPW employees an avenue to connect with trained peers in a safe nonjudgmental confidential environment.
  • Perform safety blitzes and safety field and building audits.

Conditions of Employment

The Safety Specialist must be willing and able to do thefollowing:

  • Lift move or transfer up to 50 lbs. occasionally and up to 20 lbs. frequently.
  • Visit and inspect worksites which may require walking crawling crouching reaching balancing and standing.
  • Be available at all hours to respond to and address safety concerns.
  • Be available to participate in snow monitoring.
  • Be available to work in rotation during snow and ice emergencies.

Minimum Requirements

  1. Bachelors degree in occupational health safety human resources business management or a closely related field from an accredited college or university.
  2. One year of job-related experience assessing safety and performing employee compliance on safety and/or accident prevention programs.
  3. Occupational Safety and Health Administration (OSHA) 510-Standards for the Construction Industry certification and OSHA 511Standards for General Industry certification within one year of appointment and throughout employment.
  4. Valid drivers license at the time of appointment and throughout employment.

Knowledge Skills Abilities & Other Characteristics

Technical

  • Knowledge of Wisconsins Department of Industry Labor and Human Relations (DILHR) and OSHA occupational safety laws standards and principles.
  • Proficient in Microsoft Office including Word Excel and Outlook.
  • Knowledge of the physical sciences and engineering principles as they relate to safety.
  • Knowledge of effective training methods.
  • Ability to conduct research and perform surveys effectively.

Communication Interpersonal and Customer Service

  • Verbal communication and presentation skills including the ability to deliver engaging training programs.
  • Written communication skills including the ability to write narrative reports and correspondence.
  • Ability to maintain effective working relationships with a multicultural multidisciplinary staff and with other agencies.
  • Ability to function well under pressure including during critical incident events involving employees.
  • Ability to work well both independently and in a team environment.
  • Ability to work cooperatively and fairly with others whose backgrounds may differ from ones own.

Organizational and Critical Thinking

  • Ability to effectively organize plan coordinate communicate and implement safety programs training policies and procedures.
  • Ability to work effectively and efficiently utilizing resources to accomplish multiple tasks according to deadlines.
  • Honesty integrity and a commitment to safeguarding City resources.
  • Ability to maintain confidentiality.

Current Salary

The current starting salary range (Pay Range 2IX) is$68244-$89460annuallyand the resident incentive salary range for City of Milwaukee residentsis$70974-$93038.Appointment above the minimum is possible basedupon level of experience and other qualifications and is subject to approval.

  • The incumbents of positions in this class if certified by the Commissioner of Public Works as being when appropriate regularly involved in snow and ice control operations which result in an excessive amount of overtime work to receive 4.8% additional biweekly salary as compensation for such overtime work.
