Position Overview

The Department of Insurance is seeking to hire a Senior Policy and Analytics Advisor. This position serves as Senior Insurance Advisor between the Department of Insurance and the Governors Office related to insurance policy matters. The position manages and oversees key projects in coordination with the Department ensuring successful completion of the Administrations top initiatives related to insurance including health insurance reforms; formulates policy having statewide impact regarding insurance policy matters; serves as key advisor and coordinator in the development of agency wide policies and procedures relative to health and human service programs. The position conducts research analytics and policy analysis on issues relating to insurance and provides confidential advice analysis and information on issues affecting the Department as assigned by the Director and Governors Office and identifies and develops innovative ideas relating to insurance. This position serves as a spokesperson on behalf of the Director and Department and represents the Director at various meetings often of a sensitive and confidential nature. This position assists with the development review and analysis of legislation required for the implementation and improvement of insurance programs. The incumbent advocates the Departments position on formulating a statewide insurance policy and confers with and represents the Department to the Governors Office State Department officials legislators citizen groups Federal government entities Healthcare and Insurance providers etc. The position is a full line supervisor overseeing a data reporting and analytics team. Travels to attend meetings is necessary.

Essential Functions

Directs the development review and analysis of legislation required for the implementation and improvement of insurance programs.
Conducts research and performs analytic analysis on issues relating to insurance.
Serves as Senior Policy & Analytics Advisor between the Department of Insurance and the Governors Office related to insurance policy matters.
Advocates the Departments position on formulating and implementing a statewide insurance policy.
Serves as a spokesperson on behalf of the Director and Department.
Serves as full line supervisor.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge skill and mental development equivalent to completion of four (4) years of college.
Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in insurance data analytics or public or business organization.

Preferred Qualifications

Prefers experience in the insurance field as a regulator or interaction with regulators.
Prefers a masters degree in insurance Healthcare Management Public Health Public Affairs Public Policy Business Administration Public Administration Economics Communications or Legal Studies.
Prefers experience analyzing the impact of proposed insurance legislation on insurance departments agencies companies individual agents etc.
Prefers experience with R. Python or other statistical programming.
Prefers experience with Tableau or other data visualization software.
Prefers experience as a spokesperson or subject matter expert presenting technical information to a broad range of audiences.
Prefers experience in program management/leading groups (for example creating components or action plans to achieve specific goals/objectives under a unit division or program such as Employee Engagement Programs Training Programs Risk Compliance Programs etc.).

Conditions of Employment

Requires the ability to pass a background check.
Requires ability to travel in the performance of duties with overnight stays as appropriate.
Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This may require the ability to work evenings and weekends.

As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

The Department of Insurance (DOI) regulates the insurance market in the State of Illinois including but not limited to licensing and educating insurance agents investigating Workers Compensation fraud and examining the operations and finances of insurance companies domiciled in the state.
