Supporting the people and systems behind the Citys critical infrastructure


This vacancy is a professional-level position with responsibilities in budget administration and human resources functions.

What Youll Do
  • Liaison for human resources matters for the division.

  • Develop and maintain standard operating procedures for the divisions record control system.

  • Develop and maintain a project management and tracking system.

  • Assist with preparing operating and Capital Improvement Program (CIP) budgets.

  • Analyze administrative and operational functions and recommend process improvements.

Special Working Conditions
  • Must be able to use software programs such as Microsoft Office Excel and Outlook.
  • Serves as Disaster Response Worker during declared civil defense emergencies (e.g. tsunami thunderstorms hurricanes).

Minimum Qualification Requirements

At the time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a bachelors degree in business or public administration or a related field.

Substitution: Work experience may be substituted for a bachelors degree on a year-for-year basis. Such experience must have provided the knowledge skills and analytical ability normally gained from attainment of a bachelors degree.

For example:

  1. Four years of professional work experience in any occupation may substitute for a general bachelors degree.
  2. Four years of general work experience (does not need to be professional level experience) in Human Resources/Personnel Management Organizational Management or Accounting/Finance may substitute for a general bachelors degree.


Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United order to receive credit for the education proper documentation e.g. a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:
Two years of professional work experience in budget administration personnel management (i.e. human resources) or management analysis.

A strong candidate for this position will bring:

  • Knowledge of administration principles including personnel management budgeting and fiscal administration.
  • Strong analytical skills with the ability to evaluate administrative operational and fiscal information to identify issues and recommend improvements.
  • Ability to collect analyze and summarize data including operational statistical and financial information to support decision-making.
  • Sound judgment in interpreting and applying policies procedures rules and regulations to work situations.
  • Ability to develop practical solutions and make clear recommendations to improve processes systems and operations.

Substitution: A Masters degree in Human Resources Management Business Administration or Public Administration from an accredited four-year college/university may be substituted for six (6) months of the required work experience. The substitution must be met at the time of the application in order to be considered. Refer to the information listed above under Education Verification for the crediting of any relevant education.

Non-Qualifying Experience:

  • Simply meeting the minimum years of experience does not automatically qualify an applicant.
  • Experience must demonstrate responsibility and analytical skills at a professional level relevant to this position.
  • Positions do not qualify if:
    • Budget administration is NOT a primary duty
    • Personnel management is NOT a primary duty or
    • Management analysis is NOT a primary duty.
