County of Santa Barbara Health is looking for an organized and self-efficient individual with a passion for helping children and their families navigate challenging healthcare needs. We are accepting applications to fill one (1) Bilingual English/ Spanish CCS Caseworker position for a Part-Time (0.5 FTE) vacancy on the California Childrens Services (CCS)team in Santa Barbara.

NOTE: The schedule for these in-person positions is Monday through Friday 8:00 am to 5:00 pm.

Appointment to Fill Vacancy During Leave of Absence.1414 vacancies may occur as a result of a leave of absence and the duration of the appointment shall be subject to the return of the individual who is on leave. THE POSITION:

Under general supervision the California Childrens Services (CCS) Caseworker determines eligibility and assesses fees for applicants. The position is responsible for receiving and processing referrals; determining residential and financial eligibility; and coordinating authorizing and monitoring approved services and associated costs. The incumbent manages assigned cases on an ongoing basis as part of a multidisciplinary team communicates regularly with CenCal Health regarding that case status of their members performs specialized case processing activities and carries out related duties as required.

  • Typing and Software Proficiency: Excellent typing skills and proficiency with Microsoft Word and Excel.
  • Healthcare Experience: Proven experience working in a healthcare setting.
  • Health Insurance Knowledge: Familiarity with health insurance plans including Medi-Cal both Fee-for-Service and CenCal.
  • Multi-Tasking Ability: Capability to handle multiple tasks with frequent interruptions.
  • Communication and Documentation: Strong communication and documentation skills.
  • Diverse Population Experience: Experience working effectively with diverse populations.
  • Special Healthcare Needs Experience: Experience working with individuals who have special healthcare needs.
  • Team Collaboration: Ability to work effectively as part of a team.


ABOUT THE PROGRAM:California Childrens Services (CCS):The CCS program is a state mandated program that provides diagnostic and treatment services medical case management and physical and occupational therapy services to children under age 21 with CCS-eligible medical conditions. CCS is administered as a partnership between county health departments CenCal Health and the California Department of Health Care Services (DHCS). Examples of Duties

  1. Explains program eligibility policies and other information to clients/family members healthcare providers school nurses/officials CenCal Health and the public.
  2. Process new referrals authorization requests and reports.
  3. Interviews potential client/family members to determine financial/residential eligibility; determines fees in accordance with State guidelines.
  4. Refers family to Department of Social Services for Medi-Cal application when appropriate.
  5. Enters required and appropriate case notes into the State database.
  6. Communicates case closures and impending case closures to all parties involved.
  7. Receives authorizations/denials; notifies families and providers of coverage status.
  8. Maintains ongoing communications with all clients/families in compliance with case management criteria.
  9. Opens closes and denies cases as appropriate and communicates outcomes with the appropriate parties of case status.
  10. Consults with other program staff regarding cases as appropriate.
  11. Answers the telephone provides information takes messages and/or directs calls as appropriate.

Employment Standards

  1. One year of experience providing client services or clerical support in a medical or social service setting; OR
  2. One year of experience performing duties equivalent to Health Services Aide or Social Service Case Aide with Santa Barbara County; OR
  3. A combination of training education and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.


Additional Qualifications:

  • Possession of a valid California Class C Drivers License may be required for some positions in this class.
  • The ability to read write and converse fluently in English and Spanish is Preferred.
    1. NOTE: You must self-certify on the application form that you are fluent in English and Spanish. Hiring departments may test you on your fluency. If you do not demonstrate sufficient fluency your name may be withheld from future certifications or removed from the employment list in accordance with Civil Service Rule 7.


Knowledge of: standard office practices and procedures; recordkeeping; interviewing techniques; standard English grammar and usage; and basic medical terminology.

Ability to: gather record and evaluate information; learn CCS program guidelines and procedures and related medical terminology; learn applicable medical specialties and related health providers; interpret and apply guidelines; organize and prioritize work; perform highly detailed work with accuracy; prepare correspondence and chart documentation; maintain accurate records; maintain confidentiality; exercise objectivity; explain aspects of program and medical treatment to patients and families; work as part of a team; develop and maintain cooperative working relationships with patients families health care providers and state and other program-related agencies; perform basic arithmetic calculations; and recognize and refer complex eligibility and case management problems.

Supplemental Information

APPLICATION & SELECTION PROCESS

  1. Review applications and supplemental questionnaire to determine those applicants who meet the employment standards.
  2. Supplemental Questionnaire Ranking.Responses to the required examination supplemental questions will be evaluated and scored. Candidates final score and rank on the eligibility list will be determined by the responses to these questions. This process may be eliminated if there are fewer than 11 qualified candidates.


Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established all candidates will receive an email notice of their score on the exam(s) rank on the employment list and exact duration of the employment list.
