Grants Analyst II
In this position you will coordinate manage plan and report all grant funding the Transit Services Division receives from various federal state and local sources. You will also perform complex administrative operational and analytical duties in support of the Division.

This is a special at-will position funded by a FTA grant received by Transit annually.

As a Grants Analyst II you will:

  • Perform pre- and post-award grant management to include internal project coordination grant application management budget revision amendment and closeout processes
  • Research analyze and interpret grant rules and regulations to ensure compliance with federal state and local requirements
  • Monitor any federal state or local grant rule changes; communicate potential impacts to appropriate staff
  • Identify and pursue funding opportunities from federal state and other sources Determine grant eligibility for spending requests
  • Meet all reporting requirements and deadlines of various federal state and local systems
  • Ensure subrecipient grant compliance
  • Develop maintain and update the Capital Improvement Program budget
  • Prepare reports and documents for funding agencies management and committees Provide documentation and ensure compliance in various audits
  • Ensure all federal requirements are followed and reported
  • Assist with the Transportation Improvement Program (TIP) and the State Transportation Improvement Program (STIP)
  • Support the annual comprehensive financial reporting the National Transit Database reporting and numerous audits

We are looking for candidates who demonstrate:

Knowledge of:

  • Transit system
  • Pertinent federal state and local laws codes and regulations Methods and techniques of statistical and financial analysis Principles and practices of budget preparation and administration Generally accepted accounting principles
  • Modern office procedures and equipment including computers and supporting software (Microsoft Word Excel PowerPoint and Outlook)
  • The Internet online database applications and grant management systems

Ability to:

  • Work as a team and individually
  • Work efficiently and effectively in a fast-paced dynamic team-based environment Multi-task and maneuver between multiple priorities
  • Develop reports and program management plans Communicate clearly and effectively both verbally and in writing Establish and maintain effective working relationships

This position requires exceptional organizational and critical thinking skills and a demonstrated ability to meet schedules and deadlines.

Minimum Qualifications

  • A bachelors degree from an accredited college or university with major coursework in finance business administration public administration or other research-intensive field
  • Three years of full-time professional analytical and/or budgetary experience including financial reporting and/or grant management experience
