Main Purpose of Job
The main purpose of this position is to supervise a staff of UI Contributions Tax Auditorsassigned to ensure fair and equal administration of Unemployment Insurance law to allMaryland employers. This position educates Maryland employers accountants andattorneys about the Maryland Unemployment Insurance program and state and federalunemployment insurance laws. The Auditor VI position supervises the assigned team ofAuditors IV to Auditors I with the audit staff. This position ensures efficient resourcemanagement and quality customer service within the Field Investigation and Audit Unit.
POSITION DUTIES
This position duties consist of but not limited to the following:
This position will supervise and assist in the training of UI Contributions Tax Auditors and perform audits disputed claims claimant questionnaires delinquency collection and special investigation assignments. While ensuring fair and equal administration of Unemployment Insurance Law to all Marylanders.
Perform Professional Development Quality Assurance Procedures and Review Determination Liaison in the Tax Enforcement Section to foster Continued Professional Development of the UI Contributions Tax Auditors and UI Tax Professional staff of the Contributions Division. Apply UI Management Model standards to comply with USDOL performance measures and Maryland state law and attain Agency goals.
Perform Workplace Fraud Audits. Review audited employers account history to ensure future compliance and recommend a follow up audit when an employer reverts to worker misclassification (i.e. possible knowingly violation clause of WPF Act per LE 8-201.1)
- Participate in the Training of new auditors.
- Assist in the management of Field Investigation & Audit Unit in enforcing employer compliance with Unemployment Insurance Law through comprehensive audit program.
- Monitor and perform audit of employer wages/adjustments to improve the accuracy of wage and tax records.
- Recommend changes in Unit policies and procedures based on Review Determinations & Appeals findings to the Unit Management and Chief of Tax Enforcement.
- Perform a complete Tax Performance System (TPS) standards and unit policy review of audits completed and submitted by each assigned UI Contributions Tax Auditor to ensure accurate employer wage and tax records. Perform quality review of completed and approved audits sample to assure consistency with TPS.
- Assist the System Administrator for audit software COMPAS by interfacing with the vendor MTW Solutions and DoIT to review and resolve software issues and to develop and test upgrades in the system to ensure state of the art usability enhancements.
- Monitor and perform evaluation and determination of covered employment in Employment Standard Questionnaire (ESQ) cases and respond the claim centers promptly.
- Participate in collaboration with other state UI programs and/or state agencies to demonstrate the best practices of Maryland UI Tax programs including Field Audit Special Investigation of Worker Misclassification Payment Plan SUTA Dumping Fictitious Employer Cases etc.
- Provide supervision and leadership for the day-to-day operations of assigned auditors & Perform Audit assignments
- Assist the Regional Auditor Supervisor and Chief of Tax Enforcement to meet or exceed Federal Performance Measures and LABOR-DUI Strategic Goals by effectively monitoring the functions necessary to comply with USDOL performance measures Maryland state law and LABOR Policies and Procedures.
MINIMUM QUALIFICATIONS
Education:A Bachelors degree in accounting from an accredited college or university or aBachelors degree from an accredited college or university with 30 credit hoursin accounting and related courses including or supplemented by 3 credit hoursin auditing.
Experience: Fiveyears of experience conducting tax audits or accountant years ofexperience working as a professional auditor or accountant.
Notes:1. Candidates maysubstitute the possession of a certificate as a Certified Public Accountant orCertified Auditor or a Masters degree in accounting from an accredited collegeor universityfor two years of the required experience.
SELECTIVE QUALIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operators license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Personnel employed in this classification will have access to federal tax information and mustundergo a state and FBI criminal background check as a condition of employment.
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
