This temporary position is recruiting for 2 temporary positions and there are no leave or retirement benefits offered with this position. Note: Permanent and time-limited NC State Government employees must separate from their permanent or time-limited position in order to work in a temporary position. All temporary employees are limited to one NC State Government temporary assignment at a time.

This temporary position is located at 217 W Jones St. Raleigh -Wake County with the Department of Environmental Quality.


Job Order Hourly Rate of Pay: $28.60 (Based on education and/or years of relevant work experience reflected on the application).

This posting is for 2 available positions.

The primary purpose of this position is to assist with the coordination of compliance efforts for a portfolio of ARPA funded projects to ensure compliance requirements are met and will serve as internal support to program Compliance staff and a contact for external subrecipient and contractor entities in their role as it relates to the Compliance Unit.

The employee in this position follows established procedures to assist with and support the Compliance Unit monitoring efforts in compliance with 2 CFR 200 and U.S. Department of the Treasury State and Local Fiscal Recovery Funds Compliance and Reporting Guidance by coordinating reviewing evaluating and auditing the programmatic financial and administrative policies procedures and practices associated with ARPA resiliency programming and other large scale funding programs for subrecipient compliance.

This position supports efforts to confirm that NCDEQ fulfills its statutory functions and responsibilities of subrecipient monitoring by providing technical advice to subrecipients and Programs staff regarding procedures statutory requirements and filings liability assessments contracts invoices plans reports and/or bids to ensure that these items maintain compliance with all applicable local state and federal statues sound regulatory practices and procedures generally accepted accounting principles and standards.

This position reports to the Senior Analyst OCI Compliance Reporting & Analytics Unit.

Support monitoring of ARPA Infrastructure Investment and Jobs Act resiliency programming and other large scale funding Programs:

  • Assist in developing routine compliance monitoring plans annual or multiyear to audit ARPAs grant-funded programs. Support Compliance Analyst I/II in monitoring of ARPA
  • Delivered programs subrecipient-delivered programs and vendors. Monitoring will be conducted on job sites and remote.
  • Develop a written report with support documents regarding the findings of each monitoring and submit it to Compliance A.

Minimum Education and Experience

High school of General Educational Development (GED) diploma and five years of related administrative experience; or an equivalent combination of education and experience.
