We are recruiting an HR Policy Manager to join the HR Policy & Delivery team within Operations. Operations play a central role in enabling the FCA to attract develop and retain the people it needs to regulate effectively supporting colleagues across the organisation and helping to deliver the FCAs strategic priorities.

The HR Policy & Delivery team sits at the centre of the FCAs people agenda working with senior leaders colleagues and external stakeholders to develop and maintain a clear coherent people policy framework. The team leads a high-profile portfolio of complex organisation-wide policy work that directly shapes how the FCA operates.

It is a well-established and respected team offering the opportunity to be part of a collaborative expert function that supports the FCAs mission to make financial markets work well.

Role responsibilities

  • Lead the development and continuous improvement of HR policies that support FCAs business strategy people priorities and regulatory requirements
  • Ensure policies stay current with legislation best practice and organisational needs delivering practical guidance that works for colleagues and leaders
  • Act as the HR policy expert on UK employment law collaborating with legal advisors to manage compliance and minimise risk
  • Partner with internal stakeholders including industry-facing colleagues to ensure policies are consistent effective and integrated into the end-to-end colleague experience
  • Work closely with Risk and Compliance teams to maintain robust HR policy governance ensuring policies are applied safely and in line with the FCA risk framework
  • Oversee guide and assist a team of HR policy specialists supporting talent development while delivering organisational priorities
  • Act as a key member of the HR management team developing strategy leading cross-functional initiatives and driving measurable outcomes that support the FCAs wider organisational goals

Skills required

Minimum:

  • A broad experience of the implications of employment law on practical people management
  • Experience of having delivered policy development and implementation projects
  • Experience of stakeholder management including at senior levels

Essential:

  • Experience engaging with senior leaders to integrate policy into strategic decision-making processes
  • Effective inclusive people management skills with the ability to motivate and develop people as well as manage performance
  • Capability to prioritise and manage a variety of competing demands and issues
  • Aptitude for working on technical and specialist matters with a high level of attention to detail
  • Chartered Institute of Personnel and Development (CIPD) qualifications or equivalent
  • Proficiency and experience of HR policy development and implementation within a professional workplace and the links to risk management frameworks
