Job Summary

Introduction

The Maryland Office of Correctional Ombudsman is an independent unit within the Maryland State Government established in July of 2024. The Office of the Correctional Ombudsman (OCO) provides independent oversight of the Department of Public Safety and Correctional Services and the Department of Juvenile Services. The primary purpose of the agency is to provide public reports and recommendations concerning the needs and rights of incarcerated individuals their families and prison volunteers. The OCO will improve safety and other conditions within Marylands prisons.

This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

Position duties include but are not limited to:
  • The Assistant Ombudsman for Corrections will assume the responsibility of correctional oversight within DPSCS facilities.
  • Responsible for advising the Deputy Correctional Ombudsman or designee on all significant issues relating to correctional oversight; initiates changes and improvements to ensure the most effective delivery.
  • Responsible for timely reporting on DPSCS facility conditions in consultation with Deputy Correctional Ombudsmen or designee.
  • Responsible for maintaining compliance with OCO policies and procedures to ensure the timely delivery of services on a daily and long-range basis.
  • Maintain timely and effective communication.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degreefrom an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or universityfor five years ofthe requiredexperience.

may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference willbe given to applicants who possess the following preferred qualification(s).Include clear and specific information on your application regarding yourqualifications.

1. Extensive experience in medicaloversight healthcare compliance or clinical quality assurance withdemonstrated ability in conducting comprehensive on-site medical case reviewsand targeted audits to assess the adequacy of healthcare services operationsand identify systemic medical concerns.

2. Juris Doctor (J.D.) degree orMasters degree in a relevant field such as criminal justice criminologypublic administration public health social work mental health counselingclinical psychology or other relevant field.

3. Background in nursing medicinepublic health health administration or healthcare. compliance (RN MD/DOMPH CHC CPHQ or similar credentials).

4. Demonstrated history of advocacy orprofessional work supporting justice-impacted individuals including livedexperience.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees may be required to possess a motor vehicle operators license valid in the State of Maryland.
