Job Description Summary:

Under general supervision of the Traffic Signs & Markings Maintenance Supervisor the Traffic Signs & Markings Maintenance Lead Technician will participate effectively in a work group and act as crew lead for the Sign Shop in the absence of the Traffic Signs & Markings Maintenance Supervisor. This includes prioritizing and assigning daily tasks setting work schedules providing work instruction and inspecting completed work. To assist in the maintenance of existing and placement of new pavement markings and signs throughout the City. Act as the Citys Traffic Control Supervisor by reviewing all City & special event temporary traffic control plans for accuracy and constructability. This may include the development of temporary traffic control plans and implementing them in the field with staff when requested. This may include field checks that could be on weekends holidays or night inspections when requested and occasional flagging when needed.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

Act as crew leader for the Sign Shop in the absence of the Traffic Signs & Markings Maintenance Supervisor which includes prioritizing and assigning daily tasks setting work schedules providing work instruction inspecting completed work and the following:

  • In the absence of the Supervisor plans prioritizes coordinates and instructs employees day-to-day work.

  • In the absence of the Supervisor monitors work in progress to pinpoint problems and to ensure organized and efficient work and a quality work product.

  • Facilitates good communication with employees. This includes giving information and getting feedback listening to and respecting input encouraging participation of employees in conversations.

  • Performs special projects as assigned by supervisor or management.

  • Assumes responsibility and accountability for performance of crew and work produced.

  • Communicates directly with City county Colorado Department of Transportation (CDOT) staff and the public to handle inquiries and maintenance requests.

Oversee temporary traffic control plans submitted from both internal and external partners for accuracy and at implementation provide inspections as needed or requested:

  • Attend all project meetings that have a temporary traffic control component and keep accurate records of those meetings.

  • Work with City staff to build/review temporary traffic control plans for projects programs maintenance and other needs.

  • Assists in the layout of temporary or permanent striping during changes in temporary traffic control phases including final top lift paving operations.

  • Represent the Transportation and Operations Department as part of the Special Events Team and provide temporary traffic control expertise review and inspection.

  • Conduct field inspections of temporary traffic control devices during different phases and address issues as encountered.

  • Assist CDOT when they audit temporary traffic control on the state highway system.

  • Oversee the investigation and response to complaints from the public concerning the location and placement of temporary traffic control devices.

  • Assists in the development of specifications and standard practices related to temporary traffic control preformed in the City.

Performs a variety of duties related to the installation maintenance and repair of all aspects of signs and pavement markings. This includes the following:

  • Assist the Traffic Signs & Markings Maintenance Supervisor in maintaining appropriate inventories of signing and pavement marking materials and supplies.

  • Assist in response to scheduled and unscheduled sign maintenance requests as needed to include replacing straightening cleaning signs and trimming of vegetation.

Performs a variety of duties related to the installation maintenance and repair of all aspects of signs and pavement markings. This includes the following:

  • Assist the Traffic Signs & Markings Maintenance Supervisor in maintaining appropriate inventories of signing and pavement marking materials and supplies.

  • Assist in response to scheduled and unscheduled sign maintenance requests as needed to include replacing straightening cleaning signs and trimming of vegetation.

Effectively uses a computer-based asset management system. Maintains accurate written and computer records of work performed and materials used. This includes computer database geographical information systems spreadsheet and word processing applications.

Works safely and effectively in City rights of way. Designs and sets up appropriate work zones while working in the roadway. Remains aware of and recognizes the appropriateness of contractor work zones in the City ROW. Notifies ROW inspectors of any issues observed.

Facilitates good communications with coworkers and supervisors. This includes sharing information providing and receiving feedback. Listening to and respecting input participating in work group conversations and dealing directly with issues that arise.

Routinely interacts directly with the public in a respectful courteous and considerate manner both in person and on the telephone

Participates in and provides orientation and instruction to incoming employees. Advise and provide feedback on the teams quality of work.

Remains generally alert to conditions and events occurring in public rights-of-way indicating anticipated or needed maintenance and repairs. This includes but is not limited to; potholes missing signs degraded pavement markings and traffic signal/lighting burnouts.

  • Performs related duties as to meet the needs of the City.

  • Takes proper safety precautions to prevent accidents. Responsible for the safety of self others materials and equipment. Uses all required safety equipment and follows all safety regulations policies and procedures. Reports all accidents and damage to City property.

  • Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

  • Maintain a safe working environment.

  • Responsible for the maintenance and good care of all equipment and vehicles.

Generally duties and responsibilities are listed from most to least critical or time consuming.

MINIMUM QUALIFICATIONS

  • Excellent working knowledge of the appropriate application and installation methods for all types of traffic control materials and the ability to perform accurate mathematical calculations.

  • Ability to effectively use personal computers and application programs Windows operating system word processing spreadsheets database application programs asset management program.

  • Ability to operate a variety of long handle manual and power tools.

  • Ability to plan work activities to give and receive verbal instructions and to coordinate the work of others. Effective communication skills.

  • Ability to maintain accurate written and computer work records. Ability to work courteously and effectively with the public in difficult situations.

  • Ability to perform a wide range of physical and manual tasks in an outdoor environment. Physical ability to work in and around moving traffic and equipment requiring standing walking bending and kneeling good reflexes and peripheral vision.

  • Capable of observing vehicles and traffic control devices at a distance. Upper body strength to lift to 70 pounds daily and 100 pounds on an occasional basis.

  • Ability to utilize all required safety equipment.

  • Ability to work up to 20 feet above the ground.

PREFERRED QUALIFICATIONS

  • Full knowledge of Manual Uniform Traffic Control Devices (MUTCD). IMSA Level I II III Signs and Marking certification.

  • Knowledge of City ordinances governing traffic operations and parking and/or the capability of finding such ordinances in the City code.

  • Knowledge of CDOT and City of Boulder standards and design criteria pertaining to traffic operations.

REQUIRED EDUCATION AND EXPERIENCE

  • High school diploma or equivalent

  • Five (5) years of experience in the installation maintenance repair of traffic signs and pavement markings along with temporary traffic control.

  • Hold a valid ATSSA Traffic Control Supervisor certification.

  • Have a thorough working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD) especially revised Section VI of the MUTCD (standards and guides for traffic control for streets and highways construction).

  • Valid Colorado Drivers license.

WORKING CONDITIONS AND REQUIREMENTS

Physical Demands: Physical ability to work in an outdoor daytime and nighttime environment in and around moving traffic requiring standing walking bending and kneeling. Upper body strength to lift and carry equipment as needed. Ability to occasionally lift or exert up to 50 pounds. Frequent hand/eye coordination to operate personal computer and office equipment; vision for frequent reading recording and interpreting information including ability to distinguish distinct color changes; frequent speech communication and hearing to maintain communication with citizens and employees. Full knowledge of Manual Uniform Traffic Control Devices (MUTCD). IMSA Level I II III Signs and Marking certification. Knowledge of City ordinances governing traffic operations and parking and/or the capability of finding such ordinances in the City code. Knowledge of CDOT and City of Boulder standards and design criteria pertaining to traffic operations.

Work Environment: Works primarily in an office or enclosed vehicle environment. Regularly works in or adjacent to moving roadway traffic encountering noise dust and fumes. Occasionally encounters adverse weather conditions darkness and mechanical/electrical/equipment hazards.
