Job Summary

Pakistan State Oil Company Limited (PSO) the nations largest energy company and flagship State-Owned Enterprise seeks to appoint a Chief Executive Officer (CEO) who will drive commercial success in a highly competitive environment ensure operational excellence across its nationwide supply chain and provide strategic oversight of PSOs subsidiaries and strategic investments ensuring their alignment growth and contribution to the Groups overall success.

Role Overview

The CEO will lead the organization into its next phase of growth and will be responsible for the overall commercial success operational efficiency financial stewardship and strategic transformation of PSO with the primary objective of maximizing shareholder value while advancing the transition toward sustainable energy. The position calls for a dynamic results-oriented leader who is decisive collaborative and capable of delivering sustainable value to stakeholders while ensuring the organizations long-term fulfilling these responsibilities the CEO will navigate the domestic and international energy landscape spearhead business diversification and growth initiatives and address financial challenges within Pakistans energy sector. The role requires close engagement with the Federal Government the Board of Management executive leadership and other key stakeholders.

Key Responsibilities

  • Profit & Loss Accountability: Deliver sustainable commercial success by achieving top-line growth and bottom-line profitability targets set by the Board. Drive disciplined financial management operational efficiency and shareholder value creation in a highly competitive market.
  • Strategic Leadership & Execution: Formulate and implement forward-looking strategies to expand market share diversify revenue streams and secure PSOs leadership position. Navigate global energy transitions and evolving industry dynamics to ensure resilience and long-term growth.
  • Transformation & Future Readiness: Champion PSOs transformation into a modern diversified energy enterprise. Lead initiatives in digital transformation energy transition sustainability and customer-centric innovation to position PSO as a future-ready organization.
  • Strategic Investments Oversight: Provide strategic oversight across PSOs investment portfolio ensuring synergy innovation and profitability across subsidiaries as well as associate companies and joint ventures. Drive alignment with Group strategy optimize returns and strengthen PSOs position as a diversified holding company.
  • International Partnerships & Growth: Forge and sustain strategic alliances with global energy players financial institutions and technology partners to secure PSOs longevity survival and thriving in international markets. Champion cross-border collaborations to strengthen supply chains and future-proof the business.
  • Operational Excellence: Ensure seamless nationwide fuel supply and maintain strategic reserves. Oversee enterprisewide operations with transparency and efficiency embedding compliance HSE and risk management across all activities to safeguard resources in line with statutory obligations and the companys business plan.
  • Strategic SOE Role: Act as a trusted advisor to the Government of Pakistan on national energy security and supply chain resilience. Manage governmenttogovernment (G2G) arrangements ensuring continuity of critical fuel imports and align corporate strategy with national energy priorities. The CEO must balance commercial imperatives with public interest obligations safeguarding PSOs longevity and strategic relevance.
  • Board Collaboration & Governance: Work closely with the Board of Management to crystallize organizational priorities execute approved policies and deliver measurable outcomes.
  • Leadership & Organizational Development: Inspire and develop a high-caliber management team. Foster a culture of accountability innovation and performance excellence. Build organizational capacity to adapt to change and drive transformation.
  • Stakeholder Engagement & Representation: Act as PSOs ambassador with regulators government investors and the public. Cultivate trust-based relationships with internal and external stakeholders ensuring transparent communication and alignment with national energy priorities.

Education

Candidates must hold at a minimum a graduate degree (minimum 16 years of education) from a renowned and HEC recognized university or institution in any or combination of the disciplines of engineering marketing commerce economics energy management finance/accounting business administration public administration law and/or member of a recognized body of professional accountants. A postgraduate degree will be a strong advantage and a degree from a recognized foreign institution will be considered an added benefit.

Experience

Must have a progressive 20 years of experience preferably in a large national/multinational organization. The candidate must possess demonstrated experience of not less than ten years (i). In governance or business administration or finance or commerce or marketing or any other field relevant to the job in well-known organizations with commercial orientation Or (ii). As Chief Executive or at a senior management level (preferably one level below CEO/MD) in similar organizations that have commercial attributes Or (iii). At the level of member of governing body of a professional institute or as a head of department. Must have directly generated annual profits of at least PKR 1 billion. Demonstrated expertise in sales marketing in oil or related industries especially those dependent on nationwide distribution networks will be regarded as a significant benefit. Relevant industry experience will be an added advantage.

Nationality and Age Band

The applicant must be a Pakistani national. Candidates must be between 45 and 62 years of age as of the application closing date.

Additional Information

The selected candidate will be appointed under a performance-based non-extendable contract for a period of three years. At the end of the term the candidate may reapply through the advertised competitive process in accordance with the provisions of the SOE Act 2023 the SOE Ownership and Management Policy 2023 and the C-Level Appointments Guidelines 2024 to be considered for reappointment. The role is based in Karachi. The position offers a competitive market-aligned salary and benefits package commensurate with the seniority and responsibilities of the role.
