STAR PROGRAM DESCRIPTION

Committed to the mission and the Charisms of the School Sisters of Notre Dame the STAR adult program

(Self-Determination- Teamwork- Ability- Respect) opened in 2018. The adult program embraces the mission of Notre Dame School and offers a continuum of education and services that will have a positive effect on the lives of individuals with developmental disabilities their families and the broader community. Notre Dame STAR Program affirms the belief that each individual can reach their full potential and their highest level of independence to the best of their ability. The program is opened to students who have graduated from the Notre Dame of Dallas School program and are 21 years of age.

The STAR Program Director is responsible for day-to-day programming and required paperwork for young adults with developmental disabilities. The program offers independent living social and leisure addition a pre-vocational community-based instruction component is included in the STAR program.

QUALIFICATIONS: College degree required; continuing education and/or experience in education psychology sociology or related field. Must have experience in programing and/or education and behavioral services for individuals with disabilities. Experience supervising a staff. Experience with curriculum for community-based instruction jobs and internships. Must have excellent verbal and written communications skills and strong experience in working with families and students. Must be strongly efficient in using technology for electronic documentation and coordinating e-learning schedules.

Background checks and driving records will be completed prior to employment.

Must be able to lift 40 pounds.

Must have a current clear driving record with a Texas Drivers License.

Program Development & Instruction

  • Ensures innovative programming and community inclusion opportunities (group community and individual activities based on individual needs).
  • Plans and teaches functional academics social skills leisure and other selected classes to STAR participants.
  • Has deep understanding and application of the Notre Dame School program (curriculum calendar activities expectations).

Community-Based Instruction & Vocational Partnerships

  • Develops off-campus job training partnerships and establishes age-appropriate adult program activities.
  • Works cooperatively with the schools Vocational Department on shared activities and non-overlap placements.

Staff Management & Development

  • Manages STAR staff and develops weekly/monthly plans of service.
  • Conducts annual staff evaluations.
  • Works in collaboration with lead instructor(s) to ensure a functional individualized curriculum is implemented.

Family & Provider Communication

  • Sends a monthly calendar and activities to parents.
  • Communicates updates and programming with families and external providers/agencies.
  • Works with NDS Administration on admissions and Open Houses for potential new applicants.

Compliance Documentation & Billing

  • Regularly reviews staff notes records and invoices for completeness accuracy and compliance with billing and contract requirements.
  • Maintains and collects daily time sheets for adults for monthly reporting to agencies for billing.
  • Works with Medicaid waiver agencies to maintain compliance and ensure incoming participants have current waiver contracts.

Behavior & Participant Supports

  • Manages and creates behavior plans for participants as needed.

Operations & Logistics

  • Identifies equipment and supply needs and coordinates procurement with administrative staff.
  • Drives STAR participants in school van and/or small bus to off-campus activities.

Reporting & Supervision

  • Reports to and is supervised by the NDS Principal and NDS President.

ISS Billing Specialist

STAR Director will serve as theISS Billing Specialistand is responsible for accurate and timely billing for Individual Skills and Socialization (ISS) services in accordance with Texas Health and Human Services Commission (HHSC) regulations. This position ensures billing compliance monitors service authorizations and maintains detailed financial and service documentation using Excel and agency billing systems.

Key Responsibilities

  • Prepare review and submit billing for ISS services following HHSC and Medicaid guidelines.
  • Verify service documentation and attendance logs for accuracy and compliance with participants Individual Plans of Care (IPCs).
  • Track service authorizations units and utilization to ensure billing aligns with allowable service amounts.
  • Reconcile billing data with service records; identify and correct discrepancies before submission.
  • Maintain organized billing files and documentation for audits and compliance reviews.
  • Use Microsoft Excel to manage and analyze billing data track payments and generate reports.
  • Monitor payment status follow up on denials or unpaid claims and support month-end reconciliation.
  • Stay current on HHSC updates and policy changes related to ISS services.
  • Track on-site and off-site hours
  • Complete billing logs for STAR adults with CLASS and General Revenue

WORK HOURS/ CALENDAR:

STAR Adults attend: Monday-Friday 8am 3:30 pm

STAR Staff hours: 7:30 am 4pm and weekly afternoon STAR staff meetings.

The STAR Program is 212 days a year across 11-months- early August to end of June.

2 in-service days in August and 1 in-service day June.

The STAR program is closed for the month of July.

IMMEDIATE SUPERVISOR:

Serves on Leadership Team. Reports to the Notre Dame of Dallas Schools president and principal.
