Duties and Responsibilities
(NOTE: ** denotes Essential Functions)
- **Serves as a lead Fiscal Administrator (FA). Provides day-to-day administrative oversight and support in the execution of various management and fiscal functions within the administrative services office.
- **Provides day-to-day finance and accounting support in areas including fiscal management payroll transactions procurement and purchasing and inventory control.
- **Ensures funding availability and compliance with university procedures. Advises administrators staff and/or principal investigators of any disapproved requests and provides alternate methods which meet policies and procedures.
- **Reviews financial ledgers budget status reports and other financial reports to assess financial condition. Initiates facilitates and assesses the opening and closing of fiscal accounts.
- **Responsible for the preparation of quarterly expenditure reports variance reports justification of allocation and preparation of year-end closing statements and reports for the units.
- Participates in studies analyses and evaluations of the financial resource requirements for UHM program and operations.
- **Provides technical guidance advice and interpretation and/or makes effective recommendations regarding applicable policies procedures and other administrative requirements to administrators UHM fiscal officers and staff.
- **Provides support in the development and implementation of internal procedures and practices to record and report financial transactions.
- Ensures proper recording of expenditures and encumbrances. Initiates corrective action for erroneous actions.
- **Responsible for the periodic fiscal review and projections to assess and determine financial reliability and operation within budgets for the units. Analyzes discusses and makes recommendations on issues and matters with the units and program leaders.
- **Responsible for working with various departments to resolve complex issues arising in the areas of budget procurement position control etc.
- Responsible for special projects that may have financial implications to the entire UH Manoa campus.
- Participates in confidential meetings requiring financial input and advice that will directly impact colleges schools and the Manoa campus.
- **Reviews financial ledgers budget status reports budget construction and other financial reports to assess financial conditions and advises as appropriate. Analyzes discusses and provides recommendations on financial matters and issues with the various units.
- **Initiates reviews and processes budget fiscal payroll and personnel documents and actions (e.g. contracts purchase orders requisitions authorization other fiscal documents etc.).
- Conducts data collection and analysis relating to financial program monitoring development and application of quantitative financial targets and indicators and evaluation of program budgets based on performance criteria.
- Prepares coordinates and conducts training to support staff in departments under the purview of the program and other appropriate administrators on central UHM fiscal matters and issues.
- **Ensures programs are consistent and compliant with university state and federal policies procedures and regulations.
- **Responsible for the maintenance and review of the Organizational Charts and Functional Statements. Reviews analyzes and ensures proposal for compliance impact and functionality.
- **Initiates reviews and processes documents as it relates to fiscal and budgeting expenditures for the units and other designated programs.
- Other duties as assigned.
Minimum Qualifications
Education and Professional Work Experience
- Possession of a baccalaureate degree in business administration public administration accounting finance or related field and five (5) years of progressively responsible professional experience with responsibilities for financial accounting and/or fiscal administration; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
Knowledge Skills and Abilities
- Considerable working knowledge of principles practices and techniques in the area of financial accounting and/or fiscal administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with financial accounting and/or fiscal administration.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
- Demonstrated ability to operate a personal computer apply word processing software.
- If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
Supplemental Minimum Qualifications
- Extensive knowledge of the principles and practices of fiscal management and procurement.
- Demonstrated ability to communicate clearly and effectively both verbally and in writing.
- Proven ability to organize prioritize and efficiently manage multiple responsibilities while excelling at multitasking and performing effectively under pressure in deadline-driven environments.
- Demonstrated problem-solving abilities and ability to solve problems quickly and creatively.
- Demonstrated ability to exercise tact confidentiality sound discretion and judgment and timeliness in performance of work.
Desirable Qualifications
- Possession of a Masters degree in business administration public administration accounting finance or a related field from a college or university of recognized standing.
- Extensive working knowledge of the University of Hawaii (UH) systems including its administrative policies procedures organizational structure and related entities (i.e. the Research Corporation of the University of Hawaii (RCUH)).
- Demonstrated professional experience in a post-secondary educational institution showcasing knowledge of typical conditions of service for university or college employee groups.
- Demonstrated experience with various fund types including general federal special and revolving funds.
- Demonstrated experience with HRIS and Fiscal systems common in higher education such as Kuali Financial System (KFS) PeopleSoft Banner eTravel and/or similar platforms.
- Demonstrated ability to provide effective leadership and implement innovative and efficient changes.
- Familiarity with collective bargaining agreements and experience working within a unionized work environment.
- Demonstrated experience in conducting investigations and writing reports of findings.
- Knowledge of legislative processes and procedures that impact higher education finance.
