The Mental Health Consultant Black Cultural KSA (AA MHC KSA) provides direct services of assessment crisis intervention counseling and case management for the mentally ill client population in jail. Indirect services include case consultation group facilitation education research and selected assigned administrative and patient care duties. You will create a culture of respect trust and understanding for the highly diverse populations the Health Department serves in the office and in the community.
African American culture Knowledge Skills and Abilities (KSA):
These positions require advanced knowledge of and experience working with the African-American community. This would be demonstrated by understanding and supporting cultural considerations that impact clients including over-representation of Black Indigenous and other People of Color in the criminal/legal system and the impact of trauma including racial trauma. Specifically knows the African-American/Black Community historical and current barriers to mental health services and has knowledge of the traditions values and customs.
This position is a FLOAT and may float to any of the three locations within Corrections Health. The three locations would include:
1. The Multnomah County Detention Center (Downtown- adult population)
2. The Juvenile Detention Center (NE Portland-youth population).
3. Inverness Jail Detention Center (Near PDX airport)

Depending upon assignment you will be performing some or all of the following duties which are a representative sample of the level of work appropriate to these positions:
Provide direct services of assessment crisis intervention counseling case management and discharge planning for the mentally ill client population in jail.
Provide indirect services including case consultation group facilitation education research and selected assigned administrative and patient care duties.
Receive clients on a referred emergent or follow-up basis; responsible for initial psychiatric/psychological workup; at the time of client visit; formulates definitive assessment and treatment plan utilizing DSM 5 diagnostic criteria as well as ASAM placement criteria
Provide direct patient care crisis intervention counseling and client education including how to access community resources.
Ability to use electronic medical records; accurately document clients care through the use of SOAP charting.
Ability to manage a large caseload and to interface with provider and support staff.
Use appropriate skills to defuse potentially violent or aggressive situations.
Participate actively in the Mental Health Team consulting with providers nurses and monitoring client response to treatment; and in court process when subpoenaed to explain clients mental health status.
Work closely with Correction Deputies and Juvenile Custody Support Specialists in their day-to-day encounters with mentally ill clients.

Minimum Qualifications/Transferable Skills*:
Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional education training and experience will be evaluated.
Must be a Certified Qualified Mental Health Professional - (QMHP-C) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website.
QMHP-C must be obtained in addition to any license through The Oregon Board of Licensed Professional Counselors and Therapists or The Oregon Board of The Board of Licensed Social Workers.
The position requires a background investigation which may include being fingerprinted. Employment is contingent on passing a background investigation.
