Job Summary

About You

To be considered for this role it is envisaged you will possess the following attributes:

  • Comfortable working in the concept and feasibility phase of project development with minimal project and estimate definition
  • Bachelors degree in Engineering Construction Management or a related discipline. Preference for Chemical Engineering Mechanical Engineering or Electrical Engineering.
  • Excellent analytical numerical and problem-solving skills.
  • Strong written and verbal communication and report-writing skills with the ability to present findings to clients.
  • Ability to work effectively in multi-disciplinary teams across different locations and time zones.
  • Relevant experience in the Power Oil & Gas Chemicals or Refining industries.
  • Experience preparing estimates in early project phases (concept feasibility).
  • Understanding of estimating principles cost structures and work breakdown systems (WBS).
  • Familiarity with project controls cost engineering and project delivery frameworks.

Desirable Attributes

  • Comfortable with managing uncertainty.
  • Works independently self-driven with independent critical thinking.
  • Able to structure data to enable decision making.
  • Experience within a consulting or advisory environment.
  • Exposure to cost risk analysis probabilistic estimating or economic modelling.
  • Knowledge of market cost trends and supplier benchmarking across the APAC region.

The Role

As a Cost Analyst I with Worley you will work closely with our existing team to deliver projects for our clients while continuing to develop your skills and experience etc.

The Concept Cost Estimator will join the Worley Consulting team to provide cost estimating and project economics support across the Power Renewables Low Carbon Oil & Gas Chemicals and Refining sectors throughout the APAC region.

This role focuses on the delivery of high-quality cost estimates benchmarking analyses and economic assessments to support feasibility studies project development and investment decision-making for clients. The successful candidate having 2-5 years of experience will combine strong estimating capability with commercial insight and consulting acumen to deliver practical data-driven recommendations that enhance project value and confidence.

  • Develop and deliver conceptual and feasibility cost estimates for projects across the energy and chemicals value chain. At this early phase estimates are based on minimal project definition. Typical concept estimating methods include; capacity factored equipment factored analogous and parametric models.
  • Provide cost input and advice throughout project development phases from early concept through to execution.
  • Prepare and review cost basis methodologies and estimating assumptions consistent with project scope and maturity.
  • Perform benchmarking cost trending and sensitivity analyses to support project decision-making.
  • Interface with project controls engineering procurement and construction teams to validate cost data and align estimates with current market conditions.
  • Support the development of cost databases norms and regional escalation indices.
  • Prepare high-quality estimating reports presentations and recommendations for clients.
  • Assist in the development of estimating methodologies tools and procedures within Worley Consulting.
  • Contribute to proposal development project scoping and business case preparation for consulting engagements.
  • Provide estimating input to multidisciplinary studies including techno-economic evaluations due diligence and project risk assessments.
