PROJECT OVERVIEW:
The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by the U.S. Department of State running from 2019 to 2027. In the Philippines EpiC has two workplans each with its own technical scope and budget: one focused on achieving HIV epidemic control and one on strengthening global health security (GHS). The role outlined in this job description supports both EpiCs HIV and GHS workplans.
The EpiC Project aims to improve HIV case finding treatment enrollment and viral load (VL) suppression among at-risk populations and strengthen national subnational and local capacities in the Philippines to prepare for and respond to infectious disease outbreaks and pandemic threats:
EpiC HIV provides strategic assistance and direct service delivery to break through barriers toand promote self-reliant management of national HIV programs by improving HIV case-finding prevention treatment programming and VL suppression among at-risk and priority populations.
EpiC GHS aims to strengthen global regional and local public health systems building on broad experience and existing capabilities that align with GHS priorities National Action Plans for Health Security (NAPHS) and other international and national frameworks and plans.
JOB SUMMARY:
The Senior Communications Specialist will lead the design implementation and evaluation of integrated communication strategies that advance HIV programming and GHS priorities. This role will promote HIV testing treatment adherence and prevention among at-risk populations while strengthening evidence-based public health messaging and community engagement for preparedness and response to emerging and re-emerging infectious disease outbreaks. Working closely with the Department of Health (DOH) other national government agencies local government units (LGUs) donors the media and community partners the Senior Communications Specialist will ensure all communication activities are evidence-based culturally appropriate and aligned with national local and donor frameworks.
The Senior Communications Specialist will oversee the creation of IEC materials digital and social media content press releases and multimedia resources. He or she will manage digital platforms and maintain media relationships to ensure accurate coverage of HIV and outbreak issues. The Senior Communications Specialist will ensure compliance with donor and organizational branding guidelines. Additionally the role involves capacity-building and technical support on communication best practices monitoring and evaluating communication interventions and documenting lessons learned success stories and results for donor reports and knowledge sharing.
KEY RESPONSIBILITIES:
Strategic Communication Planning and Implementation
Develop and implement integrated communication strategies for HIV and GHS ensuring alignment with DOH LGUs and donor communication frameworks.
Contribute to strategic planning and work plans across campaigns and digital initiatives.
Provide input on budget allocations and ensure timely implementation of communication activities.
Support the development of content and engagement plans for diverse clients aligned with strategic communication interventions.
Evidence-based Public Health Messaging and Community Engagement for Disease Outbreak Response
Develop and adapt emergency communication materials and rapidrelease templates for priority diseases aligned with EMCE guidance and national protocols.
Coordinate with agencies media and community partners to ensure timely consistent outbreak messaging.
Create risk communication tools (SOPs FAQs response templates) and translate technical information into clear culturally appropriate content.
Support and deliver training for health workers and community leaders on outbreak communication and infodemic management.
HIV Communication and Behavior Change
Design and implement messages to promote HIV testing ART adherence and other HIV-related services.
Develop tailored messages for at-risk populations.
Collaborate with community-based organizations to co-create inclusive and culturally sensitive communication materials.
Monitor and evaluate communication interventions to assess reach engagement and impact.
Content Development and Media Relations
Develop IEC materials such as fact sheets brochures posters newsletters and digital content including social media posts press releases infographics and video scripts and website content.
Translate research into clear persuasive communication products for behavior change and outreach campaigns.
Coordinate with designers subcontractors researchers and partners to deliver high-quality communication outputs.
Build and maintain media relationships to ensure accurate coverage of HIV and outbreak-related issues.
Digital and Social Media Management
Manage digital and social media activities to support project objectives including real-time updates during outbreaks and emergencies.
Monitor and analyze social media metrics social listening and rumor tracking to inform campaign improvements.
Maintain and update web platforms ensuring accurate timely content and alignment with emergency messaging.
Support online engagement strategies website development and digital product launches.
Capacity Building and Technical Support
Conduct capacity-building activities for project staff program participants and partners on communication and media engagement best practices.
Support preparation of technical reports presentations workplan inputs and donor-facing communication products.
Offer operational support including vendor coordination review of deliverables and ensuring timelines and budgets are met.
Establish and manage communication workflows and timelines with internal and external partners.
Support efforts across departments to strengthen organizational capacity in digital and social media.
Monitoring Evaluation and Learning
Develop indicators to measure communication effectiveness and impact.
Document success stories lessons learned and best practices for donor reporting and knowledge sharing.
Track and analyze engagement metrics and social listening data to refine messaging and campaigns.
Prepare analytical summaries and dashboards on communication indicators for leadership and support reporting and internal knowledge management.
MINIMUM REQUIREMENTS:
Strong knowledge of health communication and social marketing principles.
Proven ability to translate technical or public health content into clear actionable communication products.
Experience managing multiple communication deliverables and deadlines in fast-paced environments.
Skilled in writing editing formatting and digital communication with excellent English and Filipino proficiency; fluency in other local languages is an advantage.
Collaborative team player with experience working alongside technical experts designers researchers and government counterparts.
Ability to synthesize qualitative and quantitative research findings into reports and actionable information and insights.
Highly organized detail-oriented and adept at problem-solving creatively under pressure.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
Usual office working conditions.
Ability to travel domestically at least 30%.
EDUCATION/EXPERIENCE:
Bachelors degree in communications marketing behavioral or social science or any related field.
At least 5 years of experience in strategic communication health communication social marketing public relations advertising promotion research or other communications methods.
Experience in public health programs including HIV COVID-19 and other infectious diseases with a focus on social behavior change communication and/or advocacy campaigns and interventions.
Prior experience working with the U.S. Government and other bilateral projects is an advantage.
