Job Duties
The Chickahominy Health District is seeking a highly motivated Public Health Nurse Manager Senior to provide leadership and management of its public health nursing program. The District serves Hanover Goochland New Kent and Charles City counties.
This position is responsible for the assessment planning management and evaluation of all clinical nursing programs including Family Planning Maternity Immunizations Communicable Disease (which includes Sexually Transmitted Infections TB and Rabies). This position also manages the Every Womans Life (breast and cervical cancer prevention) program and the Medicaid Long Term Services & Supports program.
As a member of the Executive Management Team this position has many leadership roles and responsibilities to include: developing a business work plan and strategic plan for the district monitoring quality assurance of service delivery developing a budget (in collaboration with the other members of the Management Team) determining allocation of resources implementing long term staff development plans and developing community partnerships. As a liaison to local Government and community organizations this position is expected to serve on relevant community committees and coalitions as well as participate in community health assessments and community health improvement plans. This position actively seeks grant opportunities and manages successful grant programs. This position participates in planning for disasters and public health emergencies. Except during public health emergencies the Chickahominy Health District operates on a daily basis Monday to Friday.
Typical Duties: Manages a comprehensive district nursing program. Responsibilities include developing external funding sources; managing FTEs and budget; developing private and public partnerships; and developing and implementing long term staff development plans. Recruits staff procures and administers grants conducts community needs assessment allocates resources monitors quality assurance of service delivery and serves as district management team member. Requires licensure as a RN by state code.

1. Performance Management
- Serves in a managerial capacity and conducts performance management activities for staff
- Establishes and reviews work assignments and priorities and resolves related managerial/supervisory issues in conjunction with program management and Human Resource staff
- Ensures relevant training and workplace safety for staff and conducts appropriate performance monitoring and appraisals
2. Program Management
- Ensures all supervised programs are in compliance with federal state and local laws in addition to VDH policies and procedures
- Determines overall direction of comprehensive nursing and health care programs and budgets; develops goals objectives and standards of nursing
- Directs available opportunities and resources to ensure that supervised programs are in line with public health missions and district/community needs
- Expresses operational-level authority through effective management skills quality decision-making and the ability to anticipate and resolve complex management problems
- Resolves systems problems and implements potential remedies ensures quality of nursing care builds quality assurance into all supervised programs and works toward improving programmatic customer service
- Actively participates in the district Continuity of Operations Plan (COOP)
3. Resource Management
- Provides accountability to the district and other grantors and ensures that resources and staff are allocated in support of their programmatic area(s)
- Ensures that all staffing resources and monetary levels assigned to his or her responsibility are used for their intended purpose
- Determines if program-related resources are reasonable and necessary for the operation of assigned programs and services
Monitors and strategically reviews all staff vacancies/turnover as they occur to determine if changes in staffing patterns and/or position levels meet current programmatic requirements
- Collaborates with the health director and other senior managers to maximize staffing patterns and levels so that the monetary staffing commitments and other assigned resources meet the actual needs of the district
- Develops reviews and implements succession plans for known upcoming staff vacancies
4. Strategic Activity
- Collaborates with health director prior to the beginning of each performance cycle to identify a strategic programmatic need/activity under their shared area(s) of responsibility; the strategic goal should resolve or sufficiently enhance the targeted need/activity within the performance cycle
- Develops program goals objectives and standards of nursing in conjunction with Director; determines overall direction of comprehensive nursing and health care programs and budgets
5. Staff Engagement & Other Duties
- Applies extensive knowledge of nursing management and ensures that supervised program staff are actively engaged; staff engagement plans may be designed and delivered collaboratively with the health director and other senior managers as part of a district-wide initiative; plans should focus on ways to better understand workforce engagement and foster collaborative team-oriented environments
- May be required to perform other duties as assigned; may be required to assist in the event of an emergency declaration
VDH requires all Health-Care Personnel (HCP) to provide documentation of immunization or evidence of immunity to the following: hepatitis B measles mumps rubella and varicella; a one-time dose of tetanus diphtheria and pertussis (Tdap) vaccine regardless of the interval since the last dose of tetanus-diphtheria (Td) vaccine was administered (Td or Tdap boosters shall be received every 10 years); and the current years seasonal influenza vaccination.
Minimum Qualifications
Extensive knowledge of nursing management public health nursing and practices of public health
Proven ability to provide effective leadership and operations management; ability to direct subordinate nurse managers and supervisors in achieving agency objectives
Excellent skills in oral and written communication community assessment planning and staff development
Considerable ability to collaboratively lead staff synthesize and interpret data and communicate effectively with staff patients and the public; ability to monitor and evaluate quality assurance of nursing programs; ability to present results and nursing outcomes to internal and external constituencies
Basic Life Support (BLS)/CPR certification is required
Additional Considerations
Nursing and senior-level administrative and supervisory experience in public health as well as experience with the Incident Command System (ICS) is preferred
Grant writing and grant management experience preferred
Bilingual communication skills preferred
