The primary responsibility is to supervisea team of Finance Specialists to deploy and manage discretionary programs thatare critical to the Departments priorities and mission of economic developmentthrough business attraction growth and retention and accompanying privatecapital investment and jobs. This position will collaborate with other units inthe agency and local economic development officials in structuring negotiatingand closing incentive proposals for desired economic development projects; overseeproposal generation and documentation efforts; structure and negotiatemodifications; work closely with local economic development officialsdemonstrating the states support of their efforts and objectives and with thebusiness community assisting projects to success through appropriate will administer the following program: the Maryland EconomicDevelopment Assistance Authority and Fund Economic Development Opportunities ProgramFund Maryland Industrial Development Financing Authority and the Partnershipfor Workforce Quality statewide.
Candidates must possess excellent interpersonal written and oralcommunication skills; ability to handle multiple concurrent and high priorityprojects; experience in managing discretionary economic programs involvinginternal programs and federal state local and non-profit business sectorinterests; experience with state resources available to Maryland companies;advanced experience in evaluating business plans various financial statementsand projections credit reports; and collateral; able to work with high level public and private sector officials andmaintain effective working relationships; proficiency with MicrosoftOffice Google or other relevant software is required.
Education:ABachelors degree in Finance Business AccountingEconomics or related field from an accredited college or university
Experience:Ten (10) years of financial economic experiencewith seven (7) years of commercial bank lending underwriting credit analysisor related experience and/or training.
Note:
1.An equivalent combination of education andexperience may be acceptable.
2.Candidates may substitute a Masters degree from an accredited college or university inin Finance Business Accounting Economics or related fieldfor up to 2 years of the required general experience.
3.Candidates may substituteU.S. Armed Forces military service as a commissioned officer in finance accounting classificationor Financial Management specialty codesin the Budgeting field ofwork on a year-for-year basis for the required experience.
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.
1. Advanced degree in finance business managementaccounting or related field.
2. Experience with administering financialincentive programs.
3. Knowledge of and experience in state governmentfinancial laws regulations and policies
4. Proven ability to assessrisk and determine if investment is appropriate.
5. Four years of supervisorymanagement experience.
6. Formal leadership training.
7. Experience withthe Financial Management Information System (FMIS) or comparable software.
